臺灣博碩士論文加值系統

由於台灣都市發展大多沿著河川、排水兩岸羣聚延伸，因此中央政府為防止水患災害，每年必須編列經費築堤整治河川並綠美化兩岸，若水利署管轄之土地能與河川、排水兩岸周遭公、私有土地結合並整體規劃利用，除了能解決長期河川公地屢遭佔用之問題，更能創造都市河川景觀，進而提昇國人生活環境。爰本研究主要目的為以土地加值利用之觀點，以旱溪為例，評估河川及排水兩岸公有土地整合規劃利用之經濟可行性。
本研究首先以質性研究法，蒐集國內、外案例及旱溪兩岸周遭社會、經濟、人文及法規概況等資料後，將旱溪兩案土地加值規劃成五區塊之後，再深度訪談旱溪兩岸公有土地之管理機關並召開地方及專家學者座談會微調方案。另赴日本東京及京都進行田野調查，以半結構式訪談法訪談京都大學及河川整備中心，希望借鏡日本河川土地加值利用案例，來證明旱溪國光橋至中投公路橋兩岸公有土地加值利用建議規劃方案之可行性；接下來針對民國50年至106年間旱溪兩岸土地之公告現值共440萬筆土地資訊，進行地價變動趨勢分析。本研究以特徵價格理論為基礎，運用雙重差分模型粹取堤防完工後至民國106年旱溪兩岸土地之特徵價值，以成本效益法計算旱溪築堤整治後之益本比，評估未來兩岸公有土地加值利用建議規劃方案的可行性。
根據質性研究法結果顯示，本研究規劃方案具社會可行性，可被社區民眾接受並符合社區文化；同時以成本效益法推估旱溪築堤之益本比為9.7大於1，顯示規劃方案具經濟可行性。但受限於目前水利法等相關法規規定，短期建議以個案公告洪氾區方式推動旱溪建議規劃案，長期建議政府相關單位應修改水利法，以使河川或排水兩岸公有土地得以活化加值利用。

In order to prevent flooding disasters for nearby residents, every year, the central government has to set up funds to build dikes to rectify rivers and green the two sides of the river. An integrated plan is needed to combine different interests of the central and local governments and nearby communities, so the benefits of rebuilding the rivers can be enjoyed by all citizens in additional to the local authorities and landowners on both sides of the river. Therefore, the main purpose of this study is to use Han River as an example to assess the social and economic feasibility of an integrated planning and utilization of communal land on both sides of the river and the drainage.
Firstly, this study uses qualitative research methods to collect data of similar domestic and foreign cases and the surrounding social, economic, humanities, and regulatory profiles of Han River. After separating the land on both sides of the Han River into five planning blocks, we conducted in-depth interviews with local authorities and organized several local and expert conferences to revise the plan accordingly. To show the proposed integrated planning for the communal land from the Han-chi Guoguang Bridge to the Zhongtou Highway Bridge is feasible, semi-structured interviews were also conducted overseas at Kyoto University and Japan River Maintenance Center. Secondly, a time series dataset consists of present values of the land on both sides of Han River from 1961 to 2017 is establised and used to analyze the time trend of land price changes. Based on the characteristic price theory, difference-in-difference models were applied to calculate the cumulative characteristic values of the land on both sides of Han River due to the construction of the embankment. Finally, we calculated the benefit-cost ratio for the embankment rectification of Han River and evaluated the economic feasibility of the integrated plan.
According the results of our qualitative research, the integrated plan is socially feasible. It is consistent with local culture and can be accepted by nearby residents. The estimated benefit-cost ratio is about 9.7 which is much higher than 1.0. This implies the integrated plan is economically feasible. Due to the restrictions of current water law and government regulations, we recommend to implement individual flooding disaster management plan in the short run. In the long run, the government should revise the water law to facilitate the integrated planning and utilization of communal land on both sides of the river and the drainage
