臺灣博碩士論文加值系統

貿易自由化、科技的進步，以及景氣的變動，都會引起非自願性失業的問題。雖然有部份失業者很快找到工作，重新就業，但是這些員工在轉換工作時，仍會產生大量的調整成本，使得重就業後的薪資可能比原職位低，造成長期性的經濟損失。本研究希望藉由瞭解非自願性與自願性失業者於失業中的生活情況、尋職行為，以及再就業後的工作條件，以提供執政者擬訂勞工政策及企業人力資源管理應用所需具備的資訊。
本研究以網路就業服務媒介之登記求職者為研究對象，藉由問卷調查的方式，了解非自願性與自願性失業者之個人基本特徵、失業情況、失業期間生活狀況、尋職行為、再就業機率、再就業薪資損失情形及工作情況。
主要研究發現：
1.教育程度愈低者，其失業原因為非自願性失業的情形愈高。
2.教育程度愈高者，愈覺得找工作是件容易的事。非自願性失業者中，原工作行業為製造業者、
年資及年齡愈高，愈覺得找工作不是一件容易的事。
3.非自願性失業者，教育程度愈高者、原工作行業為製造業者、原職業非主管或專業技術人員、
工作年資愈短之男性，失業期較長。自願性失業者，原工作月薪愈高，失業期愈長。
4.非自願性失業者，原工作行業為製造業者、教育程度愈低者，再就業機率愈小。
自願性失業者，失業期忍受度愈高，再就業機率愈小。
5.非自願性失業者，教育程度愈低者，其就業薪資損失的比例愈高。
自願性失業者：原工作行業屬於製造業、女性、工作年資較高者，再就業後薪資損失的情形較高。
依據上述的研究結論，本研究提出之建議為：
1.企業與政府方面：
預警制度、提供資遣費與福利、再訓練計劃、安置計劃、人力資源規劃制度
2.個人方面：
善用尋直管道、累積一般性人力資本
