臺灣博碩士論文加值系統

當我國在成為世界關稅貿易組織（WTO）與亞太經濟合作會議（APEC）的成員後，在亞太經濟合作會議（APEC）經濟體下的各國為了加速貿易自由化，車輛運輸組織建議經濟體下的各國建立車輛技術法規調和。我國現行的車輛安全檢測項目與檢測基準是遵循歐洲經濟體（United Nations Economic Commission Europen）簡稱UNECE車輛法規指令，我國在建立各項檢測項目中不但需要大量的產品專業技術知識，更需要龐大的檢測實驗室體系才能完成各項檢測項目。本研究為探討全球車輛法規體系與建立架構，在不同法規體系下先進國家之車輛管理制度，以及我國在車輛管理制度建立與車輛法規之調和過程中，國內車輛製造廠、進口車業者與國內外零組件製造商為了符合法規之規定所面臨的問題，再以車輛產業的角度分析國內汽車業者在新的法規導入過程中所受到的衝擊，其中包含車輛管理審驗、檢測項目與檢測實驗室規範與需求，最後在我國車輛產業市場發展所產生的結果。

Republic of China on Taiwan has Joined World Trade Organization and became a member of Asia-Pacific Economic Cooperation (APEC)，APEC Member Economies work together to sustain this economic growth through a commitment to open trade, investment and economic reform by progressively reducing tariffs and other barriers to trade. A transport working group, under the APEC, has issued a vehicle technical regulation harmonization project to all of economic members. Currently Taiwan’s vehicle safety type approval certificate items are following United Nation Economic Commission for Europe（UNECE） transportation vehicle directive. To establish a complete all certificate items by Taiwan itself will need to harmonize not only advance vehicle technical product knowledge but huge certificate test laboratories and facilities to support all necessary certificate tests. This Thesis study different vehicle regulations and type approvals infrastructure globally, analyze different regulation system and administration process in developed countries. During the harmonization processing, the Taiwan automobile authorities adopt the partially the ECE vehicle administration system create from a new system, which has cause big problems for manufacturer in locally, importers and component manufacturers. Finally, the Thesis is to analyze the above impact to vehicle market from an industry manufacture’s prospect, including vehicle type approval, test standard directive, test laboratory standard and requirement, and the influence to the development of Taiwan vehicle industry.
