論文提要內容：
本研究主要目的，在於探討瓦斯事業的經營效率及影響其經營效率的相關因素。本研究首先採用資料包絡分析法(DEA)之CCR模式，探討瓦斯事業的經營效率；另再以迴歸分析模式，探討影響瓦斯公司經營效率的相關因素，以提供瓦斯公司經營管理改進的參考。
本研究以DEA評估瓦斯公司的經營效率，DEA起緣於Farrell(1957)所提出的效率評估概念。
自DEA模型提出後，廣泛應用於服務業的效率評估；本研究彙總應用於醫院、貨櫃場、商業銀行、電力公司、電信事業、石油公司、公車和郵局等國內外相關研究文獻。
本研究以北部三家同質性瓦斯公司12年的年資料，評估其經營效率。DEA模式之三項投入為：裝置戶數、購氣成本及供輸氣設備的投資成本，兩項產出為：裝置收入和售氣度數。迴歸分析模式的因變數為CCR估計的效率值，自變數為：管線長度、抄錶員人數、工務部人數及氣費代繳比率
，規模控制變數則為固定資產淨額。
效率分析結果顯示，瓦斯公司投入的營運資源，均能維持一定的效率水準，但對於投入的營運資源，仍有節省改善的空間；差額變數分析結果顯示，在現有產出水準下，裝置成本可節省的投入最小，而購氣成本可節省的投入最大；效率影響因素分析結果顯示，管線長度與工務部人數對經營效率，有正面的影響，而抄錶員人數與氣費代繳比率對經營效率，則有負面影響。以上各項分析結果，均可提供瓦斯公司增進經營效率的參考。

論文提要內容：
This study evaluates the management efficiency and the interrelated factors that affect the management efficiency of gas business。First，the study adopts CCR model of DEA to discuss the management efficiency of gas corporations in industry。Secondly，the study adopts Regression Analysis model discovering the interrelated Factors，which affect the management efficiency of gas corporations，to provide the References to improve management of corporations。
DEA is derived from the“efficiency estimation concept”by Farrell(1957)。DEA is applied to service trades comprehensively。The study collects domestic and foreign
literatures that DEA is applied to hospitals，container places，power corporations，commercial banks，telecom corporations，buses，post offices，petroleum corporations，etc。
Based on 12 yearly data of three gas corporations，which have the same quality in northern part，the study evaluates their management efficiency。The three inputs of DEA model are the number of device installed，cost of gas purchased，and investment cost of gas supply equipments。Two outputs are the income of devices installed and degrees of selling gas。Dependent Variable of Regression Analysis model is estimative
efficiency value；independent variables are the length of gas line，the number of people who transcribe the gas degrees，the number of people in engineering department，and the ratio of gas bill transferred by Financial Institute。Size control variable is net fixed Assets。
The conclusion of efficiency analysis shows that the operational resources，which gas corporation put in，can maintain regular level but still can be saved and improved。The conclusion of slack variable analysis shows that under existing output level，the cost of device installed can be saved least and the cost of gas purchased can be saved most。The analysis conclusion which efficiency influences factors shows that the length of gas line and the number of people in engineering department have positive influences for the management efficiency；on the other hand ，the number of people who transcribe gas degrees and gas bill transferred by Financial Institute have negative influences。The conclusions above can provide references for gas corporations to promote their management efficiency。
