Government Office is an indispensable clue in operation direction of Government, Government Prime Minister, especially in planning macro policies, coordinating activities whose nature is interdisciplinary, related fields. With the specific work, person who acts as counselor, policy planning at Government Office need to have professionalism, good qualification level, high capacity to meet work requirements. Last time, Government Office has tried hard to enhance capacity of staff, officials via training, fostering staff, officials; such as organizing classes to popularize, grasp thoroughly guidelines, policies of economic integration, knowledge and international law, computer training, foreign language training. However, training, fostering organizing in order to enhance capacity of staff, officials has not had unite plan, lacking of necessary surveys, study to ensure high effective.
From those reasons, the author choose to study subject: “State Management Capacity Enhance Solutions for Government Office Specialists of the Socialist Republic of Vietnam until 2015, vision 2015 - 2020”
Structure of the thesis is as below:
• Chapter 1: Rationale of state management capacity
This chapter will mention the theoretical basis about management, state management capacity, roles, positions of the state staffs, criteria, requirements for professional staff of the Government Office, experience of some developed countries with highly appreciated state services.

• Chapter 2: Research Methodology
The methodology used in the thesis is using surveys, questionnaires and general assessments on the specialists of the Government Office who are leaders of departments, bureaus, agencies, leaders of the Government Office and leaders of the Government.
• Chapter 3: Evaluation on State Management Capacity of Government Office Specialists of the Socialist Republic of Vietnam
This chapter will summarize on the positions, roles, tasks and actual quality of the specialists of the Government Office
• Chapter 4: Some Solutions to enhancing the State Management Capacity of Specialists working for the Government Office of the Socialist Republic of Vietnam
On the basis of actual situations, shortcomings in enhancing the capacity of Government Office Specialists to evaluate the advantages and disadvantages of the these solutions, the author shall propose some solutions for managerial level of the Government Office to enhance the capacity the specialists should acquire.
