The increasing of the population number in Indonesia in 1980-1990 addressed Indonesia to have an increasing of the number of unemployment. Therefore, the government recognized that more job opportunities should be created particularly in the private sector. Forestry industry was one of the some possibilities that can be the key to overcome the number of unemployment. An unavoiding activities such as changing natural trees turned to be timber plantations by planting eucalyptus and another “alien” trees species addressed the local communities lose the main livelihood resources and create tensions between the local communities with the certain forestry industry.

This study was done in Indonesia, North Sumatra province, Humbang Hasundutan regency , Sipituhuta village. There is one pulp and paper company name Toba Pulp Lestari tbk PT which is until now that its presence is still controversial. There are four groups of stakeholders to be identified; local communities, value chain actors, workers and societies. Different stakeholders have different perspective concerning the existence of Toba Pulp Lestari tbk PT. This study aims to assess the impacts of Toba Pulp Lestari tbk PT on local community social life and develops the alternatives to overcome the conflicts happened between the local communities and the company. The impacts are measured based on six constructs of social impact within thirty eight of sub-construct. Data were divided on two groups: primary data was obtained by answering the question listed in questionnaire scaled from 1-5, whereas the secondary data was obtained by reviewing the information generated from government document and the company website.

Determine the most important construct by applying MCDA using AHP technique and generate the value of the difference in means by running the data on SPSS find the result shows the first rank as the most important in the community life aspect is perceived well-being and the second the most important is conservation the community resources occupies the second rank in pairwise comparison table. This study develops alternatives to overcome the conflicts by suggesting Toba Pulp Lestari tbk PT to do environment impact analysis and social impact analysis.
