隨著科技日新月異的進步，網路技術不斷創新，使得天涯若比鄰；如何利用網路技術與世界接軌，已經成為現在各公、私機構對外生存成為世界公民重要的一環。網頁是綜合多項科技、多面向的開發設計，它結合網路技術、程式設計、網頁編排、動畫、多媒體影音等集科技與藝術於一體之專業技能。
一個機構如何藉由網頁或網站，讓外界認識，行銷自己，增強自己的競爭力？一般性機構有的因工作性質不同，或因機構策略的應用、也有的因機構規模太小，所以網頁開發設計很多是採委外方式（outsourcing），由專業的專門公司負責，本研究主要是探討一較客觀之模型，又能兼顧到機關內各部門之意見，以較科學之演算法，利於機關在網頁開發設計委外選商時；能利用此模型尋求到合適之承商。

Due to the rapid progress of science and technology, the network technology provides many innovative applications, and makes the whole world just like your next door neighbors. It becomes an important issue of either the public or the private organizations to think about – how to utilize the network tech linking to the world to survive as a universal citizen. The web-page is a design tech of multi-dimensional, collective technologies. It is a professional technique which combines together the science, technology and arts including network tech, computer programming, web-page arrangement, animation, multi-media audio/video tech, …etc.
The question is “How to introduce your organization to the outside world via the web-page or web-site tech to enhance one’s competition ability?”. Depending on various working characteristics, strategic applications, and the small size of the organization usually is conducted through the outsourcing process-to entrust a professional company to do the job.
This research mainly explores a more objective model which uses a more scientific synthesis method on the opinions gathered from all departments of the organization, to find out the most suitable contractor for the organization’s web-page development task in the outsourcing process.
