近年來,天然災害事件頻傳,而觀光產業亦受到極大的衝擊,觀光產業是一種透過自然資源、人文景觀資源吸引遊客前往之觀光目的地,由於臺灣本島特殊的地理位置,雖具備多樣化的自然生態風貌,但臺灣觀光地區易遭受颱風侵襲,由於颱風挾帶豪雨,不僅造成嚴重的災害及重創觀光景點。
然而,現行回復力評估研究,就多以城市、鄉鎮為研究區域,與其在研究區域上進行改變,不如針對單一產業加以探討。因此,本研究將藉由文獻,探討觀光產業之特性以及影響回復力之因素。本研究以文獻回顧初步架構觀光地區災害回復力評估指標體系,再以模糊德爾菲法(Fuzzy Delphi Method)進行指標篩選,初步修正本研究評估指標體系,再者透過分析網路程序法(Analytic Network Process)計算權重值,進行回復力指標體系之建立,加以探討觀光地區災害回復力特性。
研究結果得知觀光地區災害回復力評估指標體系最主要之影響因素為觀光地區之環境位置,此外觀光地區之暴露條件、地理條件與生態環境等均會影響災害回復力緩慢,在探討觀光地區社會經濟回復優劣,亦發現主要受到當地產業現況之因素,而觀光地區制度體系部分則主要受到土地使用現況影響較為明顯。

In recent years, frequent natural disasters and the tourism industry has also been a great impact. Tourism industry is a natural resource and cultural landscape resources to attract visitors to go to the tourist destination. Because of the special geographical location of Taiwan, although it has various Natural ecology features. But the tourist attraction of Taiwan easily be attacked typhoons and owing to typhoons is packing heavy rain, not only caused serious disaster but also inflicted severe damage tourist attraction.
However, at present resilience assessment study mostly is cities, villages and towns as the study area. Its changes in the study area, it is better to be explored for a single industry. Therefore, this study with literature to explore the characteristics of the tourism industry and influence the factors of resilience. This study is according to literature review, initial establish the framework of the evaluation index system for tourist attraction disaster resilience, and then through a Fuzzy Delphi Method proceed sift the indicator, revise this study assessment of the index system. Furthermore, using analyzing network Procedure Act (Analytic Network Process) compute the weight of the indicator, and establish the indicator system of resilience. The Characteristic of tourist attraction disaster resilience be discussed.
This study result that the evaluation index system for tourist attraction disaster resilience: The most important factor is environment location of tourist attraction.
Moreover, exposure conditions, geographical conditions, ecological environment of tourist attraction influence disaster resilience the speed. Therefore, about tourist attraction social economy resilience the speed, also it found the main factor is local industry Situation. The institutional system of tourist attraction, found that the main influence is land use. In general, according to this study result advanced as government departments, the tourism industry for investors when they face natural disaster.
