近年來極端氣候引致的暴雨所導致的淹水災害,除了考驗著金門縣政府的防災應變
及災害處理能力,民眾的生命財產安全也受到極大的威脅與影響。由於金門地區特殊的
地理位置、社會文化背景、災害類型與救災資源均不及台灣本島,本研究利用民眾訪談
與問卷統計分析方法,以量化方式探討金門地區民眾對於水患識覺與調適行為之看法。
利用統計套裝軟體 SPSS(19.0)進行資料處理與統計分析。首先對問卷進行敘述統計
分析,利用次數分配表及百分比,了解居民個人對於水患識覺與調適行為之看法。接著
透過變異數分析和獨立T 檢定了解居民對於水患識覺了解程度以及採取調適行為之顯著
性。研究成果顯示災害識覺程度與受訪者年齡、性別、職業有關,且有受災經驗與未受
災經驗之受訪者所採取的調適策略明顯不同。此外,受災經驗將影響災害識覺,且視災
損類別影響遷居意願。對於調適行為方面,改善排水系統為首要工作,但是受災經驗次
數將影響改善排水系統為首要工作之認同度。故上述結論可提供金門縣政府未來規劃因
應氣候變遷調適之參考。
Recently, a storm, due to an extreme climate, frequently leads to a flood
disaster. Some of the residents in Kinmen, Taiwan also suffer a threat of flood
disaster for a long time so that the local government has begun to present some
response strategies to prevent the residents from the threat of flood disaster.
Although there are many studies on the flood disasters in Taiwan, the
experiences of disaster prevention in Taiwan should not be copied because the
congenital factors, such as terrain, society, economy, climate, and traffic,
in Kinmen are completely different from Taiwan. Thus, based on a resident
interview and some statistical techniques, this research analyzes the
perception and adaptation of the residents to their experiences of the flood
disasters. The package software of statistics, i.e. SPSS 19.0, is selected for
the data analysis. Firstly, a descriptive statistics is implemented to realize
the experiences of the residents in the flood disasters. Secondly, the
significances of the perception and adaptation of the residents to their
experiences of the flood disasters are analyzed by a T-test of analysis of
variance (ANOVA). The analysis result indicates that flood perception has a
significant correlation with the age, gender, and career of an interviewee.
There is a great difference in flood adaptation between the interviewees with
and without the flood experiences. In addition, the number of suffering flood
disaster of the interviewees and the categories of property loss would influence
their disaster perceptions and moving tendencies, respectively. A renovation
of the drainages should have a priority among the adaptation strategies, but

above opinion. The result of this research can direct the local government to
appropriately response the climate change in the future by planning the
adaptation strategies.
