國民小學校長辦學績效評鑑指標建構之研究
摘要
本研究旨在透過有系統的指標建構方法建構一套適用於我國國民小學校長辦學績效評鑑之指標，以提供各主管教育行政機關作為評鑑國民小學校長辦學績效時之參考。
為達到上述的目的，本研究以文獻探討及德懷術為主要研究方法，首先探討國民小學校長辦學績效評鑑指標之相關文獻，其內容包含：(1)校長職能角色與學校效能之關係及評鑑指標；(2)校長辦學績效評鑑之意涵；(3)英、美校長評鑑制度與指標；(4)台灣校長辦學績效評鑑的發展背景與實施現況之指標分析；(5)校長辦學績效評鑑指標建構方法評析與選用等五部份。經分析及歸納上述文獻探討的各項指標，研擬出「國民小學校長辦學績效評鑑指標」，並據此編製出德懷術的研究工具，即「國民小學校長辦學績效評鑑指標」第一次調查問卷。
其次，藉由德懷術的實施過程，徵詢各專家學者對各項國民小學辦學績效評鑑指標的重要程度評定與意見，並逐步尋求共識。本研究之德懷術小組成員17位，包含以下四類成員：(1)國民小學教育學者五位；(2)國民小學教育行政專家四位；(3)國民小學教育實務專家四位；(4)關心國民小學發展的社會公正人士四位。而德懷術問卷調查總共實施三次，除第一次外，其餘二次皆提供前一次問卷之統計結果及意見彙整予參與者參考。
最後，經由上述的研究程序，本研究建構出一套「國民小學校長辦學績效評鑑指標」，共分為行政領導與管理效能、學校願景與校園文化的展現、課程與教學領導成果、社區互動關係、學生的發展與成就、相關利害關係人滿意程度等六個向度，共有三十三項指標。
根據上述研究所得，本研究研提下列幾點建議：
一、對教育行政機關的建議：
(一)教育行政機關應依法執行「國民小學校長辦學績效評鑑」，以為校長遴選的重要依據。
(二)教育行政機關可參酌本研究成果、配合各地方辦學之特殊要求與特色，研訂適當的國民小學校長辦學績效評鑑指標。
(三)國民小學校長辦學績效評鑑指標宜保留部分比例，由學校校長自訂，以充分發揮其辦學特色。
二、對國民小學校校長的建議：
(一)校長應勇於接受挑戰，在任內充分發揮自己的辦學特色。
(二)校長應參酌教育行政機關所擬訂的指標，隨機檢核辦學績效。
三、對後續研究的建議：
(一)對各評鑑指標的評鑑內容或細目可再繼續研訂。
(二)可與教育行政主管機關合作，透過實証研究，以檢証指標的適用性。

A Study on Achievements Evaluation Index Structure
Of
A Principal’s Management of a Primary School
Abstract
The purpose of this study is to go through systematic index structure to build up a set of standards adaptable to our nation’s Achievement Evaluation Index of Principal’s Management of a Primary School, and to provide each level of education administration organization with this as reference for evaluating achievement of a principal’s management of a primary school.
To reach this purpose, this study will base primarily on bibliographic review and Delphi technique as the main research method. Firstly, to review the related bibliography on Achievement Evaluation Index of Principal’s Management of a Primary School. The contents include:
1. Relation between Principal’s function role and school efficiency and the evaluation index;
2. The meaning of Achievement Evaluation of a Principal’s Management of a School;
3. The evaluation system of a principal’s management of a school of Great Britain and the USA.
4. Development background of Taiwan Achievement Evaluation of a Principal’s Management of a School and current implementation situation and index analysis;
5. The structuring method evaluation and analysis, and adoptability of Achievement Evaluation of a Principal’s Management of a School.
Through analyzing and inducing the above bibliography on the various indexes, ‘the Achievement Evaluation Index of Principal’s Management of a Primary School’ hence will be set up, and based on this to compile Delphi technique’s research instrument; i.e., the first survey report of ‘Achievement Evaluation Index of Principal’s Management of a Primary School’.
Secondly, through the implementation process of Delphi technique to ask opinions and ideas on the degree of importance of Achievement Evaluation Index of Principal’s Management of a Primary School from experts and specialists, and to gradually seek a common consensus. This study team of Delphi technique is composed of 17 people, including the following 4 groups of staff:
1. 5 primary school education scholars.
2. 4 primary school education administration specialists.
3. 4 primary school education practice specialists.
4. 4 social impartial personages who care for primary school development.
The Q&A Survey of Delphi technique had been conducted 3 times; except the first time, the rest two-time surveys were provided with last survey report statistic results and opinions categorized for participants’ reference.
Finally, through the above research procedure, this study has built up a set of ‘Achievement Evaluation Index of Principal’s Management of a Primary School’. It is divided into six directions: Administration Leadership and Management Effectiveness; School Prospect and Campus Cultural Expression; Curriculum and Education Leadership Effectiveness; Community Interaction Relation; Student Development and Achievement; the Relative Advantageous and Disadvantageous Parties Satisfaction Degree; totaling 33-item indexes.
Based on the above research, this study plans to make the following recommendations:
1. Recommendation to education administration organization:
a. The education administration organization should execute ‘Achievement Evaluation of a Principal’s Management of a Primary School’ according to regulation already set, and use as an important principal selection reference.
b. The education administration organization may refer to the achievement of this study to comply with each district school management special requirement and characteristics to set up the suitable Achievement Evaluation Index of Principal’s Management of a Primary School.
c. The Achievement Evaluation Index of Principal’s Management of a Primary School may be proportionally reserved to let the principal make his own, so as to bring his own school management skills into full play.
2. Recommendation to primary school principals:
a. The principal should have courage to meet challenge, during his tenure to completely bring his talent into full play.
b. The principal should refer to the index as set forth by the education administration organization, and to review the education effectiveness functionally.
3. Recommendation to the studies made in continuation:
a. May continue on research and compilation of each evaluation index contents or details.
b. May cooperate with education administration organization, through practical research, to examine the adaptability of the Index.
