過去的文獻對於國防預算之研究以國防預算為主，而引用的數據均採用事後會計成本（即決算數），本研究試圖從我國中央政府預算中各政事別法定預算數為基礎，自民國81年國會全面改選後至95年近15年期間各政事別之相關性，並透過實證研究以瞭解我國國防支出和非國防支出兩者間是否存有排擠及其排擠之真正方向。
本研究發現，我國國防支出與非國防支出總額變動，實證結果顯示兩者間可能存在排擠關係，說明了國防資源正逐漸流向非國防部門。且根據研究結果顯示，整體而言，民國81至95年度間，中央政府預算逐年擴增，而其預算分配情形是分配於國防支出者遞減，分配於非國防支出者遞增。此一研究結果與一般人之認知不同，一般認為多年來國防支出排擠其他支出。另依據實證結果得知，在中央政府預算—主要指標政事別（國防、教科文、經濟發展、社會福利等支出）中，僅社會福利支出與國防支出呈負相關，亦即可能互相排擠；教科文支出與經濟發展支出對國防支出，並未造成排擠的現象，換言之，在政府政策的優先性中，我們可透過社會福利支出的趨勢，預測國防支出的獲得額度。故在中央政府財政拮据，歲出總額緊縮下，未來國軍應先期掌握財力獲得的相關因素，以瞭解國防財力的獲得趨勢，俾供國防建設長期規劃的參考。

The past literature on the national defense budget often focuses solely on national defense budget, and the data quoted is from after-implementation accounting cost (that is final accounts). This study is based on the legitimate budgets of various administrative branches of the central government budget, and explores the correlation of the various administrative affairs categories in the past 15 years, from the total re-election of the national assembly from 1992 to 2006. The aim of this essay is to use the empirical studies to analyze and understand whether them squeezing effect exists or not between national defense expenditures and non-national defense expenditures and the real direction of squeezing.
Changes in the total amount of the national defense expenditures and non-national defense expenditures, do result in the possibility of a squeezing relationship. The results also indicate that national defense resources are gradually being directed to non-national defense departments. Our research shows that overall the central government budget has been expanding from 1992 to 2006, meanwhile the budget distribution shows decreases in national defense expenditures and increases in non-national defense expenditures. This research result is contrary to the general understanding, which is that national defense has been squeezing out other budgetary expenditures over the years. Additionally, empirical results show that the central government budget---the main index of the administrative branch (expenditures for national defense, education and culture, economic development and social welfare) indicates that only social welfare expenditures and national defense expenditures are negatively related, that is, a squeezing effect is possible between the two. On the other hand, expenditures for education, culture and economic development do not show any squeezing effect on national defense expenditures. In other words, in the priority of government policies we can predict national defense expenditures from looking at expenditures for social welfare. Henceforth, under the financial constraints of the central government and shrinking annual expenditures, the military should first grasp the related factors for financial resources and understand the trend of financial resources for national defense to provide a reference for long-term national defense planning.
