以CO2為主的大氣溫室氣體濃度增加引起全球暖化的氣候變化現象，成為全球關注焦點。世界各國為解決此問題，於1992年通過氣候變化綱要公約，接著又通過具法律約束力的京都議定書，並於2005年生效。清潔發展機制(CDM)是京都機制中唯一包含非附件一國家的國際減量合作機制。UNFCCC第七次締約國會議更將造林和再造林活動納入CDM第一承諾期溫室氣體減量計畫。本研究引用CDM植林方法學及CDM-AR-PDD格式進行植林碳匯計畫設計文件之研究，並以台糖平地造林計畫為例，探討計畫設計文件製作之可行性。結果顯示：台糖平地造林計畫較為適用的方法學為AR-AM0001退化土地再造林方法學；台糖計畫地區的基線情境為休耕蔗田，亦即廢耕地；台糖平地造林計畫初步推斷不具有外加性；在碳匯估算部分，計入期滿時，累計的人為淨溫室氣體匯移除量為2,648,898噸CO2，累計的實際淨溫室氣體匯移除量為2,649,741噸CO2，累計洩漏量為844噸CO2，此外，由於計畫地區為農地，沒有既有存在的林木，因此基線淨溫室氣體匯移除量為零。本研究結論顯示：植林碳匯計畫設計文件(PDD)的製作，有其現成框架可供遵循，未來台灣碳權交易的計畫設計文件製作，依循此PDD格式和方法學規範是可被執行的。

Global climate change has become an important issue in the worldwide since the end of the 20th century. In order to resolve this problem, United Nations constructed “The United Nations Framework Conversion on Climate Change” in 1992 and also the“Kyoto Protocol”that came into effect in 2005. CDM is the only one of the Kyoto mechanism that allow annex 1 country and non annex 1country for corporation in the first commitment period. On this paper, we use methodologies for A/R CDM project activities and project design document form for A/R project activities to make the PDD of TSC Afforestation Project on Plans. And the results show that TSC Afforestation Project may apply to the AR-AM0001“Reforestation of Degraded Land”. The baseline scenario is fallow sugar cane lands. Otherwise, the TSC afforestation project activities is not the baseline scenario and, hence, it is additional. The accumulated net anthropogenic GHG removal by sinks are 2,648,898 tCO2-e. The accumulated actual net GHG removal by sinks are 2,649,741 tCO2-e. The accumulated leakages are 844 tCO2-e and due to without growing trees, the baseline net GHG removals by sinks is zero. The overall conclusion is that the prepare of PDD for A/R project activities can followed the methodologies for A/R CDM project activities and project design document form for A/R project activities in the future in Taiwan.
