目的：國內外研究證實吸菸是許多疾病與死亡的危險因子，吸菸衍生出的健康危害，除造成直接之醫療成本外，生產力之損失更是嚴重之公共議題，行政院衛生福利部與國防部也致力於推動各項菸害防制相關計畫，期望降低部隊吸菸盛行率，進而達成「無菸軍隊」之目標。本研究選定新訓中心的入伍新兵，執行積極之禁菸政策，建立無菸支持環境，追蹤並分析其吸菸行為、二手菸暴露之改變。
方法：研究設計採用準實驗設計，A營區為執行積極禁菸政策之新訓單位，B營區採取一般禁菸政策之新訓單位，研究工具為結構式問卷，問卷由新訓人員自填，問卷施測時機為(一)前測問卷：訓期第一週、(二)後測問卷：訓期最後一週。
結果：研究結果發現積極之禁菸政策介入相較於一般政策，可使吸菸者於受訓期間降低每日吸菸量39.5%、減少尼古丁依賴指數33.2%、增加戒菸意願及改變吸菸地點等。
結論：本研究藉由積極禁菸政策之施行，提供新訓人員無菸支持環境，降低吸菸者之吸菸量及尼古丁依賴情形，增加其戒菸意願，進而達成無菸軍隊之遠程目標。

Objectives: There are lots of studies which have confirmed that smoking is a high risk factor for many diseases and death. Not only are there health hazards from smoking, but smoking also causes direct medical costs. Losing productivity is a serious public issue. To achieve the goal of a "Smokeless army", both the R.O.C Ministry of National Defense and the Ministry of Health and Welfare in Taiwan committed to promoting the tobacco control program, and reducing the prevalence of smoking. In order to justify support for the establishment of a smoke-free environment, we investigated the implementation of active smoking policy in the basic military training center, and examined the changes in recruits’ smoking behavior and secondhand smoke exposure during the training period.
Methods: Research design using quasi-experimental design. A camp used in actively smoking policy for the training units, and B camp used in ordinary smoking policy for the training units. We used a structured questionnaire as a research tools, and the training staff members fill out the questionnaire by themselves. Survey Timing was (a) pre-test questionnaire: the first week of training, (ii) the post-test questionnaires: the last week of the training period.
Results: The study found that active smoking policy intervention can reduce daily cigarette consumption 39.5%, reduce the nicotine dependence index 33.2%, increase the intention to quit smoking, and change smoking place during the training period.
Conclusion: In this study, the implementation of an active smoking policy provided smokeless support environment, reduced the amount of smoking and nicotine dependence index of smokers, and increased the intention to quit.
