本研究旨在關注馬來西亞華人特有居住環境型態「新村」之聚落規劃與其住屋型式，目的在探討1948年英殖民政府實施長達10年的“緊急狀態”，透過1950至1954年間所頒布的《畢禮斯計劃》（Briggs Plan）以抵抗馬來亞共產黨叛亂，所進行的集中居住的管制措施，並遷移47萬人(華人約佔40萬)而建立起今日所稱之452個「新村」（New Village）。
本研究將以兩個受到不同城市化程度影響之新村，進行田野調查與歸納分析。其一為位偏遠於郊區的新港新村；另一則為位於吉隆坡市中心的安邦新村。透過實地測繪調查，試圖觀察此受到不同發展程度的新村，分析其住屋型式之類型演化與實體構成規則之特質。同時透過口述歷史訪談方式，瞭解聚落與住屋型式的改變過程，以分析其居住環境演化變遷的調適機制。最後探討此集居形式住屋之建築價值，提出住屋構成規則之具體論述，希望可作為其他華人新村之住屋構成的規則檢驗依據。

This study focused on Malaysian Chinese unique living environment type "New Village" settlements planning and housing types, with the purpose of study the British colonial government implementation for up to 10 years of “The Emergency” in 1948, through the 1950 and 1954 promulgated by the “Briggs Plan” to resist the Malayan Communist insurgencies, living on the controls by migration of 47 million people (Chinese accounting for about 40 million) and established the 452 “New Village”.
This research will be based on two affected by different levels of urbanization village, conducted in field survey and analysis. One is a remote in the suburbs of Kangkar Bahru New Village; the other was located in the center of Kuala Lumpur of Ampang New Village. Through field survey and mapping, try to observe the different development level of village and analysis types of the housing type evolution and entities that constitute the characteristics of the rules. Also through oral history interviews, understand settlements and housing type change process, to analyze the living environment changes the adjusting mechanism of evolution. Finally discussed the settlement form of housing construction value, propose the housing constitute rules is discussed in detail, hope can pose as other Chinese New Village housing inspection rules based on.
