近年來，臺灣地區的土地資源被持續大量的開發，建築物不斷的興建於都
會區內或鄰近的山坡地，甚至在山區、開闊的鄉間都是大興土木，廣建房
舍。其中建築物的高層化與密集化現象，加上臺灣地區夏秋兩季的午後雷
陣雨之影響，使建築物的雷害威脅有逐漸增加的趨勢。雖然大部分直接雷
擊的損失並不大，且無完整的記錄，但雷害造成的影響仍是不可忽視的，
如雷達站，機場塔臺等建築物因感電事故而使其中的電子導控設備失效或
誤傳訊號，均須付出相當大代價才能復原，使我們不能忽視雷害預防的問
題。由於臺灣地區以往對於建築物雷擊研究不足，使得現行避雷法規的適
用性有待檢討，建築材料使用與建築物幾何型態的規劃也仍有許多急須克
服的問題，惟有切實解決上述問題才能去除建築物潛在的雷擊威脅。為能
在雷雨季節保障建築物及使用者的的安全，必須提供一個可行的對策或施
行方案，讓從事建築設計人員能有所依據，本文由建築物的設計、施工、
使用維護等不同階段來討論預防雷害的一些觀念與方法，經由對法令規章
的檢討提出修正建議，希望能在這個研究領域內，提出具有建設性的看法
，逐步建立合理適用並具有前瞻性的避雷措施，並引導後續的研究。

The land resourse in Taiwan area has been devaloped
continuously and massively for several years. The risk of
lightning striking damages to ward building is getting higher
and higher by the followingtwo things:first,the fact of raising
height and dense location of the buildings;second,the frequent
occurence of thunder storms in Taiwan area during summer and
autumn season.Although most damages of direct lightning strikes
are not serious and thereis no significant record about the
damage. This paper discusses both the idea and themethod of how
to prevent the lightning striking damages from the following
three layers- design,construct,use and maintenance,and also
provide the suggestion on revising current laws. We hope a
construction thought can be stated in this research fieid, so
that a reasonable, applicable and prospective process can be
provided to actually protect the buildings from lightning
striking damages.
