論文提要內容
目前歐盟東擴為25個會員國，成為四億五千萬人口後的歐洲正面臨挑戰。歐盟是否也遇到了認同危機? 認同的本質為何? 什麼是歐盟認同? 歐盟認同來源為何?本論文所採取的研究方法屬於非實驗性的方法﹘文獻分析法，研究途徑則為建構論。
本論文探討認同為一動力因素，導引的方向則依循如康德之善的意志，最終目的在於營造共存共榮和平生存空間，試圖從文化政策(文化權、多元團結目標落實)、公民資格(民權、政治權、社會權)，亦即藉由文化認同與公民認同所指向的價值觀群組基準上，探討歐盟人民在權利的保障下是否滿意歐盟統合工程的參與。歐盟認同是歐盟現階段運作是否順利的關鍵因素，更是下一步發展的核心要素。經濟繁榮發展與價值體系如何整合之關聯性以及歐洲聯盟認同實質內涵，價值觀群組為前人對於最適生存空間的創造經驗法則，歐盟認同為一動力因子，指向最適價值觀群組，該價值觀群組為策略性質，故具彈性與選擇性，本論文即提出共通策略價值同盟體與多維認同國家聯合體說明。並探討龐大的歐盟如何藉由權利制度與制度背後的價值觀凝聚歐盟人民的向心力，讓歐盟人民相信且事實上生活得更好。
本論文共分五章及導論與結論，論述架構如下：

Abstract:
After being enlarged to 25 member states, the population of EU stands at 450 million facing brand-new challenge. The thesis deals with the nature of identity and the content, purpose, and origins of EU identity. The thesis conducts research with citation analysis method and constructuralism theory approach.
The thesis mainly studies the nature of identity as momentum factor guided by the will of goodness appeared in Kantian perpetual peace making efforts to create a life space for co-existing and co-prospering jointly. The thesis intends to reveal the values melted into the legal system behind the EU identity. By conducting research on cultural policy(cultural right)、citizenship(civil right, political right, social right), we could have better understanding of EU cultural and civic identities and their values. Moreover, EU identity depends on the support of EU pool of individuals and it’s also the key element for EU’s next step of development. Therefore, the thesis furthermore studies the positive correlation between EU values and economic prosperity. Finally, the thesis tries to interpret EU identity with “the common strategic values alliance” in operational aspect and “multi-dimension identities states unity” in structural aspect.
The thesis divided into 5 chapters with introduction and conclusion. Chapter 1 is the formation of EU Conscience. Chapter 2-3 are about the cultural and civic identities. Chapter 4 deals with “the common strategic values alliance” in operational aspect and “multi-dimension identities states unity” in structural aspect. Chapter 5 offers the practical analysis of EU status quo achievement and challenge.
