臺灣博碩士論文加值系統

近年來台灣地區經濟成長，生活水準改善，使得私人運具持有率也逐年提升，其中每百人機車持有率更高達60%，且台灣地狹人稠之交通環境特性，騎乘機車具有便利性、高機動性，且停車容易，未成年青少年因有行之需求，導致青少年無照駕駛之情形發生，且往往因缺少正確駕駛觀念或不良駕駛態度及習慣，而造成傷亡。鑒於青少年無照駕駛事故逐年上升，部分學者提出降低機車考照年齡概念，因此本研究以1123份問卷，針對高中職學生、家長、教育單位、監理單位、警察單位、駕訓班、意見領袖七大族群，進行降低機車考照年齡之可行性評估，試圖透過以「導」代「禁」方式，使青少年無照駕駛事故問題得以降低。研究結果顯示，整體而言，有69%民眾反對降低機車考照年齡。然而青少年無照駕駛事故問題仍須改善，故此後續再設計一份AHP專家問卷(20份)，由監理、執法、學術專家評選出有助於改善國內青少年無照駕駛事故之策略；其結果顯示，專家內容顯示台灣地區交通環境下，目前皆認為「分級駕照制度」對減少國內青少年無照駕駛事故有實質改善效益，此可提供政府未來於政策施作上之參考。

Since the last decade, Taiwan has been experiencing a rapid economic growth. Due to this economic growth, people in Taiwan are getting wealthier and a better quality of life. In fact, the improvement of economy is positively related to the number of growth of motorcycles. It is shown that there are 60% of the population in Taiwan own a motorcycle. In most cases, adolescents are likely to ride motorcycles as a daily transportation tool because of its convenience, which are easy to control and to park.
Due to the increase of motorcycle’s accidents caused by underage adolescents without a driving license, some scholars suggested to lower the age requirement of getting a driver license. Hence, this study is to investigate the possibilities to lower the age requirement for getting a motorcycle’s driver license. To do so, 1123 quantitative surveys were conducted including students between the age of 16 and 17, students parents, polices, high school teachers and the township mayor. It was reflected that over 69% of participants disagreed to lower the age requirement for acquiring a motorcycles driver license.
Irrespective of the conducted result from the questionnaires, underage driving without license is still an unsolved problem. Therefore, in order to further investigate, Analytic Hierarchy Process (AHP) surveys were conducted, in which over 20 scholars were participated. It was reviewed that Graduate Driver Licensing System (GDLS) can help lower the rate of road accidents caused by underage driving. It is beneficial for the government to take this system as a reference in the future.
