臺灣博碩士論文加值系統

本研究之目的為提出科學化之生活圈劃分方法，並探討過去臺灣生活圈劃分之合適性。根據臺灣之國土空間規劃，分別於1979年《臺灣地區綜合開發計畫》、1996年《國土綜合開發計畫》與2010年《國土空間發展策略計畫》中劃設生活圈，以作為擬定各地區都市發展定位之上位指導計畫。然而國內相關學術研究並未探討生活圈劃分之技術，且臺灣之行政區界調整僅作縣市合併，未就鄉鎮市區層級之各都市適宜的發展定位作行政區界微調，於都市發展已不再受限於行政界線影響的情況下，常有跨行政區發展之情形，且臺灣多數之空間發展策略仍以縣市為本位作考量，致使城鄉發展與上位計畫的發展目標產生落差，無法有效相互配合。因此為更深入瞭解臺灣各地區之空間發展議題，適當的界定生活圈便成為重要之課題。
本研究提出以空間限制集群分析法來劃設生活圈之構想，以鄉鎮市區（不含離島縣市）為研究分析單位，透過都市發展變數指標之探討、道路路網與公車網絡分析以及空間相鄰關係之判定與檢測，建立各行政轄區之資料以瞭解彼此間之相互影響程度，並藉由集群分析法進行分群分析，將區域相鄰且屬性相似之地區優先劃設為集群，希冀透過此一科學化程序之劃分方法，找尋臺灣現今存在之生活圈型態，並瞭解各生活圈組成及探討其都市發展定位。
本研究蒐集相關資料，應用空間限制集群分析法，分別劃設1996年與2011年兩個年度之生活圈，並進一步將分群成果與現今行政轄區及國土計畫中所劃設之生活圈相比較，以檢視臺灣現今所產生之空間發展議題，其研究成果顯示臺灣北、中、南、東四個區域之生活圈應與行政界線有所差異，並藉由不同年度之劃分結果探討都會區擴張之情形，且討論納入不同變數對劃分結果之影響，作為空間規劃分析與擬訂策略之參考依據。

The aim of this study is to delineate commuting zones in Taiwan by using contiguity-constrained cluster analysis. The lack of methods and tools for delineating commuting zones in the National Spatial Development Strategic Plans might misguide the orientations toward local developments. The contiguity-constrained cluster analysis consists of a series of techniques, including principal component analysis, network analysis, bus system analysis, Voronoi diagram analysis, and the cluster analysis. This method is able to distinguish a commuting zone according to the properties of the districts and their contiguities.
The results showed that this methodology framework is able to delineate the commuting zones properly. The outcomes were compared with the delineation of commuting zones in the previous National Spatial Development Strategic Plans as well as the current developments of the big metropolitan areas in Taiwan. The results from this study are able to describe the population and economic development in both urban areas and rural areas and to define their boundaries appropriately. Also, by comparing the results from different time periods, 1996 and 2011, the phenomena of urban sprawl and the evolution of the commuting zones can be observed. The results of the study are of great help to spatial planning at the national and regional levels, and to the adjustment of the jurisdiction of counties and cities in Taiwan.
