中共在1982年憲法中規定了農村基層的村民委員會為一群眾性自治組織，
並於1987年通過「村民委員會組織法（試行）」，推行村自治。本文的目
的是通過對村委會體制的歷史背景、組織架構，及村委會與村民和黨政關
係的瞭解，探討村自治的實施狀況，並推論其未來的發展。結論認為：雖
然部份農村表現出自治與民主的跡象，但多數村民委員會仍不過是鄉鎮政
府的派出機關，而農村基層體制的變革也不利於村自治的實施，因此村自
治前景似乎並不很樂觀。

Since the Constitution of the People''s Republic of China (PRC)
in 1982, the brigades in the PRC''s peoples'' commune are
replaced by the base-level mass self-governing organization of
the Village Residents'' Committees. This thesis attempts to look
into the historical background of the organization in order to
examine its structure, function, and processes. Although some
paradigms show the democratize phenomenon, most of the Village
Residents'' Committees are still part of the authoritative
government, and its future might be limited.
