毒品從生產者到使用者的運送過程中,大都穿越國家邊境,屬傳統的跨國境犯罪。本研究以非洲史瓦帝尼王國和中華民國(台灣)作為研究範疇,透過兩國邊境檢查程序的調查,期能找出兩國毒品查緝的優點和劣勢,得以進一步有效阻斷毒品走私。而在當今全球毒品氾濫的現象下,本研究的目的,希望能夠發展出反毒和緝毒新策略,協助兩國政府有效強化邊境緝毒的效能。
本研究參考過去的文獻,採取次級資料分析法發展出研究主軸和問卷,並透過深度訪談法,親自面訪10位來自史瓦帝尼王國和中華民國(台灣)的資深緝毒官員,得以蒐集第一手實證資料。研究的主題以提升邊境緝毒效能作為前提,研究的子題包含訓練、策略、國際合作以及設備等四大面向。研究發現顯示,緝毒的訓練必須經常和定期舉行,訓練的主題亦必須明確。政府為能強化反毒效能,必須有一長期反毒策略,中華民國(台灣)政府的「新世代反毒策略」可做為參考。而國家間的跨國境反毒情報合作,對於查緝毒品走私來說亦至關重要。最後,為強化邊境查緝的效能,擁有最新科技的緝毒設備亦是工欲善其事所必需。雖然史瓦帝尼王國在邊境緝毒的四大面向上,仍有努力的空間,而中華民國(台灣)政府在上述緝毒面向上均有良好規劃與成果,值得史瓦帝尼王國學習;但台灣政府同樣面臨跨部門毒品資料整合和分享的問題,如能透過「新世代反毒策略」進行更為周延的統整,咸信將更能有效提升邊境打擊毒品的效能。

Narcotics pass through borders while being transported from their producers to their consumers. The purposes of the study is to understand the procedures of border inspection in the Kingdom of Eswatini and the Republic of China (Taiwan) in order to stop drug smuggling and trafficking, to find out the weakness and strengths of anti-drug strategies that are used in the Kingdom of Eswatini and the Republic of China (Taiwan). Lastly, to apply new strategies to help both countries to improve the efficacy of drug border inspection in light of drug problem getting rampant in the world.
Secondary data analysis and in-depth interviews were used during the data collection method. The research questions were generated from four domains on which the research study is based on. The domains are as follows, training, strategies, international co-operation, and devices for drug inspection. The training should be regular and should be specific. The countries should have long-term strategies against drug trafficking, like the New Generation Strategy in Taiwan. International co-operation among countries is essential in the fight against drug trafficking. Lastly the countries must have the latest technology devices for drug trafficking. The kingdom of Eswatini I is lagging behind in all these aspects. The Republic of China (Taiwan) is advanced in so many ways. The Republic of China (Taiwan) faces the problem of information sharing among the independent agencies belonging to different Ministries; however, New Generation Strategy is expected to sort out this problem and enhance the efficacy since this strategy is implemented across Taiwan’s various government sectors.
