都市濱水空間轉型（urban waterfront transformation）是都市演化中反復出現的要件之一。這樣的轉型通常發生在有重大經濟及文化的轉變時，並引發出對都市發展的不同願景。舉例來說，廣西柳州市曾是中國知名的「酸雨之都」及現時中國西南的工業重鎮，現在欲通過都市濱水空間的改善及轉型，以集合環境保護與可持續發展打造「生態工業柳州，宜居創業城市」。在柳州經歷從工業城市轉變成宜居生態城市的努力過程中，柳州都市濱水空間的使用行為和滿意度則成為重要施政及設計參考。本研究主張，城市治理者和研究者如何獲取使用者對於都市空間之濱水特性的行為及滿意度則是無法迴避的課題。
本研究選擇柳州市六大主要濱水綠地公園中建成歷史最久的「江濱公園」作為研究對象。本研究採取兩階段混合方法，首先基於「行為場所理論」（Behavior settings），對江濱公園使用者的行為進行觀察及記錄，產出相關質性資料，羅列出相關的使用者行為、場所及設施。接下來本研究將根據所觀察之行為場所及設施設計要件，設計出「使用後狀況評估」（POE）之調查問卷，並收集共176份有效問卷，進行問卷調查量化分析，以對使用者的滿意度、使用行為及場所幾項變數進行分析。進一步釐清濱水性對使用滿意度及使用行為的影響。
本研究通過對濱水綠地公園的使用評估，建立綠地公園的使用後評估流程，將有助於政府相關部門及研究者將使用滿意度納入一般城市綠地公園評估體系，其中本研究將濱水特性納入前述方法的操作方法，有助於釐清濱水空間作為城市設計及相關滿意度改進的角色。

The transformation of urban waterfront is recurring phenomenon in the transformation process of urban development. Such transformation usually occurs when there are major economic and cultural shifts, thus inspiring different visions for the development of urban. For instance, Liuzhou city of Guangxi used to be a famous for acid rain and now it’s an important industrial city in Southwestern China. Liuzhou has put lots of efforts to improve its waterfront area as to promote “eco-industrial Liuzhou, a livable and innovative city”. During the transformation to become an ecological and livable city, user’s behavior and satisfactory of waterfront space are crucial to policy-making and design.
This study has chosen Jiangbin Park out of the six main waterfront green parks for its longest history as the study objects. With a mixed-methods strategy, this study first conducts a systematic observation of the users’ behavior based on Behavior Setting Theory, and then then produces related qualitative materials such as users’ behavior, setting and park facilities. Based on that, a questionnaire of “Post occupancy Evaluation” is designed and this study collected 176 valid samples to conduct quantitative analysis based on variables such as user satisfaction, user behavior and settings, to find out the impact of waterfront attributes to user satisfactory and behavior.
This study has set up an evaluation process for green parks, which will be beneficial for urban planning practitioners especially in public sectors to include user satisfaction into urban green park evaluation system. This study has included waterfront attribute into the evaluation system to identify how waterfront space can help urban design and satisfaction improvement.
