臺灣博碩士論文加值系統

歐洲自50年代以來開始推動整合運動，但隨著經濟的復甦，雖然讓歐洲境內主要國家間的經濟開始恢復水準，但存在於歐洲民族與文化之間的基本差異與分歧卻並未獲得適當解決。隨著經濟更發達、政治更民主、社會更繁榮的發展下，歐洲境內民眾對文化的認知分歧依舊。無法增進彼此間的文化認同，將使歐洲在整合進程中遭遇更多且更為根本性的難題。有鑑於此，為爭取民眾間對歐盟的認同與支持，歐盟不斷強調所謂的「歐洲意識」、「歐洲認同」、「歐洲共同價值」與歐盟各會員國之間的「共同精神、物質文化遺產」，以增進人民對於「歐盟」的接受與認同。在歐盟眾多文化行動中，本論文擬以「歐洲文化月」與「歐洲文化首都」作為研究案例，瞭解歐盟如何藉此文化政策以促進民眾之認同，同時亦以此針對我國文化政策予以評估及反思，並提供借鏡參考之處。
本論文共可分為五章：第一章為緒論。本章係在介紹本論文之研究目的、探討重點、研究方法、研究限制、資料來源、文獻回顧及章節架構等。第二章為歐洲聯盟文化行動之形成與發展。本章係針對歐盟文化行動之相關法源依據、其行動之形成過程與落實之具體政策計劃進行探討。第三章為歐洲文化首都及歐洲文化月之實踐。本章主要介紹歐洲文化首都與歐洲文化月政策成形之緣由與目的、相關的法源依據與經費來源、執行至今之相關活動與未來可能之發展與影響。第四章為從歐盟文化政策評估臺灣文化政策。本章係就臺灣文化政策之形成與背景、歐盟與臺灣在中央行政組織機構與運作過程、前述之歐盟「歐洲文化首都」與「歐洲文化月」兩項文化政策與臺灣文化政策之特質等議題進行探討。第五章為結論。本章則是針對前述議題進行歸納與回顧，並提出個人研究心得與建議，以供參考。

Since the 1950’s, European countries have been devoted to the integration of the Europe. With the recovery of economy, however, the racial and cultural differences between the European countries didn’t have appropriate resolutions. People in Europe didn’t have the consensus about what the concept of an identical culture should be. Without the improvement in the cultural identity between different European countries, EU would face more difficult and fundamental problems in the process of integration. Therefore, EU repeatedly emphasizes the European awareness, European Identity, Common European Values and the Common Heritage of each member state to improve the acceptation and the identification of its people. The author takes the European Capitals of Culture and European Cultural Months as cases for studying, analyzing how EU improves cultural identity of its people by these policies and providing a self-examination and evaluation for Taiwan cultural policies.
There are five chapters in this thesis. Chapter one is introduction of the purpose, emphasis, research methods, limitation, resources, literature review and the framework of this thesis. Chapter two is the formulation and development of the EU cultural actions and the author focuses on the legal basis, the formulation and implementation of the actions. Chapter three is the implementation of the European Capitals of Culture and the European Cultural Months and the author focuses on the reasons, purposes, legal basis, financial sources, implementations and possible effects. Chapter four is to evaluate Taiwan cultural policy by comparing with EU and the author focuses on the formulation and background of Taiwan cultural policy, the central organizations and its functions between EU and Taiwan, the characteristics and the comparison between the European Capitals of Culture and European Cultural Months and Taiwan cultural policy. Chapter five is the conclusion and the author also provides some policy suggestions in this chapter.
