智利多年來在世界經濟論壇(WORLD ECONOMIC FORUM)全球競爭力評估報告中因總體經濟基礎穩定，經濟持續成長及通貨膨脹低，及金融體制及外人投資制度良好，居中南美洲之冠，為中南美洲國家最具競爭力者。歐盟是智利最主要的貿易夥伴和投資者之一，智利與歐盟許多國家有著傳統的經貿關係。多年來智利對歐盟的出口額均占本國出口總額的1/3左右。智利經濟高度依賴出口，為積極拓展外貿空間，一向為中南美洲對外簽立自由貿易區協定最為積極活躍之國家，積極參與區域經貿市場整合，並且與各國簽立自由貿易協定。

本論文就智利參與國際組織和與各國簽訂自由貿易協定之狀況，以及智利與歐盟雙邊關係其發展脈絡作一分析與論述。

智利和歐盟2002年11月18日在布魯塞爾簽署了聯繫協定，內容除自由貿易協定外，亦涵蓋社會安全、教育、科技及經濟領域、打擊恐怖主義以及共同關心的雙邊和國際問題。它包括貿易關係的所有方面，特別是建立財產和服務自由貿易區的內容。雙方認為，協定的簽署不僅將加深雙方的合作，還將推動拉丁美洲和歐洲之間的關係。促使智利持續朝國際化、自由化發展，智利政府也一直希望它能夠成為亞太、美洲及歐洲地區的樞紐。

智利經驗給臺灣帶來的啟示是台灣在國際政治關係的發展有限，而在國際經濟層面影響力甚大。台灣有必要加快腳步，開展區域經濟計畫，並且爭取加入更多的國際經貿組織。

For many years, Chile has the most competitive ability for Latin America countries in global competition strength appraisal report at WORLD ECONOMIC FORUM, because of its stable basis economic, growing economy, low inflation, monetary system and good foreign invest system. European Union is one of Chile’s main trade partners and investors, Chile and European countries have traditional economic and trade relations. Chile has accounted for EU''s export about it’s total export amount to 1/3. For expand external trade space, Chile’s economy deeply depends on exportation. It is the most positive country in Latin America to set up the free trade agreement and participate in the regional economic and trade integration..

The paper makes an analysis the situation that Chile participates in the international organizations and signs the free trade agreement with various countries, as well as Chile and EU’s bilateral relations develop.

Chile and EU have signed the Association Agreement in Brussels on November 18, 2002. The content besides the free trade agreement, also contains international affairs, social security, education, technic and economy, attack terrorism as well as cared about together. It including all aspects of trade, specially establishes the property and the service free trade area. Both parties believe to reach an agreement not only deepen the bilateral cooperation, but also improve Latin America and Europe''s relations. Chile continues to develop internationally and liberally, the Chilean government always hopes it can become key position among Asian Pacific, Americas and Europe.

Chile experience gives us the enlightenment is that Taiwan limited in the international political relation, but influences strongly in the international economy. Taiwan has the necessity of speeding up to carry out the regional economic plans and join more internatonal economic organizations.
