These regulations rely on civil rights to preserve the proper utilization of land. This may reach the goal of improving the equal development of public security, traffic, sanitation, and the appearance of the city. Various activities proceed in the city, and those take places in business areas reflect the vitality and economy of the society. Buildings in business areas play the role of the significant landscape as the display windows of the city. The laws and regulations of building management have been examines and adjusted for several times in this fifty years. In retrospect, thought there is a lot exposition and discussion of the building management regulations execution for each period, the long-term record of how the regulations influence the development of mass form, how the different regulations of each period form their own buildings and streets are lacked. Taipei is the very first city of Taiwan to put Floor Area Patio into practice, and the law has been put into effect for more than ten years. That the reason why we wonder if the management of Floor Area Patio did form the different urban landscape from the management of coverage ratio. The object of this thesis is to comprehend the development of buildings in commercial area and how their forms have been changed under the influence of regulations. The factors those change the forms of buildings are also been discussed in it. Through analyzing the evolutionary changes of the regulations since 1945, this thesis found out the factors those have made a great impact on establishing regulations to form the appearance of buildings. By this way, we could also get the underlying causes those form the building appearance. According to the twists of each evolutionary change in its own period, we could set up each duration. This thesis would research the samples of those buildings that get the permit of use along Heng Yung and Po Ai Road that is 16.36 meters wide, which belongs to the old commercial area in His Men Ting, after 1960. Then, the thesis focuses on the analysis of the building appearance in each case to establish the relations between the samples and the factors of regulations. Furthermore, the thesis sums up the factors and classifies the buildings into many types. Through carrying out the research of regulations and buildings, we get the relations between them. Besides, we comprehend the long-term development of the regulations, and how they administer and impact on the appearance of buildings. The research would help thinking while setting up the regulation of buildings management and improve a various and human natural space.
