企業執行專案往往無法如期、如質、如預算完成專案,Dr. Goldratt認為根本原因在於從事專案的員工或管理者在工作行為上落入提早完工不報告、學生症候狀及多工作業等幾項不良的工作習慣所導致。Dr. Goldratt所提倡的關鍵鏈專案管理(Critical Chain Project Management, CCPM),落實限制理論(Theory of Constrains, TOC)的管理邏輯於專案管理上,以消除不良工作行為及利用有限的資源來做專案的規劃,有效的管理專案緩衝(Buffer)不被隨意浪費掉,期能讓專案如期或者提前完成,文獻顯示其成果相當顯著。國內如果要引進CCPM,則必須先確定國內專案從事人員在執行專案上是否落入Dr. Goldratt所提到的核心問題;如果國內業界專案從事人員也都陷入這些工作行為的迷思,則可以推斷CCPM手法可以適用於國內專案從事人員,並達到其所欲達成的成效。
本研究透過多專案遊戲情境架構,設計符合一般業界人員實際作業狀況,讓受測者參與模擬專案的執行過程,從中蒐集其從事專案工作的行為模式,並透過問卷設計蒐集受測者的基本資料,藉以了解每位受測者在提早完工不報告、學生症候狀及多工作業等工作行為上的表現。實驗分析結果顯示,國內企業專案作業人員或管理者,確實有提早完工不報告、學生症候狀及多工作業等不良作業行為;CCPM的引進,對於提升專案規劃與執行的效能將有很大的助益。

Enterprises often cannot deliver their projects in time with desired quality and available budget. According to Dr. Goldratt, bad working habits of employees or managers in charge of projects, e.g. error reporting, student syndromes, and bad multi-tasking, are the main reasons for the inefficiency. Critical chain project management (CCPM), advocated by Dr. Goldratt, consolidated the management logic of the Theory of Constrains (TOC) in the practice of project management to eliminate the above-mentioned bad working habits and utilize limited resources in project planning so that projects could be managed effectively and the buffer time between projects would not be squandered to ultimately deliver the project in time or ahead of time and the efficacy recorded in literature proved to be significant.
However, if CCPM is to be introduced in our country, it has to be confirmed whether domestic project managers have the core problems mentioned by Dr. Goldratt or not. If domestic project managers have the foregoing bad working habits, it can be inferred that CCPM will be applicable and can bring about the desired efficacy. In this study, many project game situations were designed to reflect the actual operations in the industry. Testers were invited to implement the simulated projects. Based on the design, the behavioral pattern of each tester engaged in the projects was collected. A questionnaire was designed and used to collect the basic information of the testers in order to understand whether they had problems like error reporting, student syndromes, and bad multi-tasking. Results of experiment analysis proved that personnel or managers in charge of projects in domestic enterprises indeed had bad working habits like error reporting, student syndromes, and bad multi-tasking. The introduction of CCPM will be a great help when enhancing the project management and efficiency.
