臺灣博碩士論文加值系統

行政院公共工程委員會「公共工程施工品質管理作業要點」規定自民國95年度起，工程材料試驗報告應印有依標準法授權之實驗室認證機構之認可標誌，然而公部門實驗室因此未再自營者，其試驗作業必然需要委外辦理。在執行時，採購單位會依據「政府採購法」擬定評選評分表，但實際上其評分內容皆屬簡單經驗法則，未能切實反應需求，本研究係考量各項評選因素，透過最具代表性之專家問卷，以層級分析法（Analytical Hierarchy Process, AHP）建立試驗作業委外試驗室評選之準則，並將評分要項權重予以量化，提供採購單位參考。
研究結果發現，專家認為最重要的評估項目是「試驗室之試驗設備、場地及品質管理」，顯示試驗室評選的重要核心在於試驗儀器的維護與校正情形，以及品質管理面維持能力的展現。另與高雄市政府工務局現行評選評分表比較，「廠商之專業及服務能力」、「如期履約能力」兩評估項目，建議配分可適度提高。

"Administrative Institution Public Construction Quality Management" issued by Public Construction Commission, Executive Yuan indicates the accredited laboratory’s logo must be shown on the construction material test report from 2006. However, the tests must be carried out by outsourcing contractor if the public department’s laboratory can not perform the tests for the above reason. The Procurement department will draw up an evaluation chart according to Government Procurement Act when performing, however, it is all evaluated based on the experiences which can’t be in response to the actual needs. The research will take each evaluation factor into account. The most representative professional questionnaire and Analytical Hierarchy Process will be used for setting up the evaluation criteria of sub-laboratory. Moreover, the weight of each evaluation point will be quantified for procurement department’s reference.

It’s found the professional believes the most important evaluation points are the “equipment”, “location” and “quality management” in the laboratory, which presents the evaluation of sub-laboratory is primarily concerned with the instruments and their calibration and all the documents related to qualities and techniques in “Quality Assurance”. Comparing these with “laboratory’s specialty and capability” and “ submitting the test report on time“ from Kaohsiung City Government Public Works Bureau’s current evaluation chart, the weight of these two evaluation points are recommended to be increased.
