歐洲聯盟於1951年成立歐洲煤鋼共同體以來，歷經了五十多年的發展歷程，至今已成為國際上一股強大的勢力，並同時也尋求在對外政策上有著積極之表現。然而，回顧歷史發展，歐盟如今的發展情勢其實並非偶然而成的，而其中又以歐盟兩大主要對外政策─歐盟共同商業政策與歐盟共同外交暨安全政策之發展最為明顯。因此，本研究之目的便在於試圖對兩者互動之情形做相關之探討，並且進一步地將互動之焦點鎖定在「制裁」與「合作」兩個主題之上。是故，研究內容主要涵蓋相關「制裁」與「合作」之理論之探討，並繼而論述歐盟相關之制度規範運作情形。最後，亦選定歐盟對於前南斯拉夫聯邦共和國之制裁，以做為研究之分析個案。而依據研究之發現，本文指出歐盟在實施制裁時，其實是多元並行的，然而仍須強化其在軍事上之制裁能力。其次，本研究亦發現在歐盟遂行集體制裁時，內部之各別會員國，在出於制裁成本收益考量之下，常會使得制裁之效力受到影響；而這亦反映出其實歐盟在對外政策合作上，仍處於重視超國家主義之制度化發展，與政府間主義之國家利益考量兩者之勢力拉扯競合情勢。
