《Abstract》
Since the “Cultural Asset Preservation Law” was put into practiced, Taiwan has started a new phase in it’s idea of heritage conservation. No matter in the view of preservation or traveling resource, the preservation ideas, management, protection and the operation agents of the heritage itself have forced new challenges. Among them, which is the first to bear the brunt of is just the weakness of the concepts of the concepts of “heritage operation and management”.
Accompanied with the prevalence of overseas sightseeing and the positive promotion of the international heritage preservation organizations, it is obvious that the successful experience of the heritage operation and management have been directed into Taiwan’s heritage preservation policies. The establishment of the heritage operation and management institution relies on whether we can invite the concepts of heritage preservation to every layer of the concepts of the heritage, and actively found the latent functions and culture meanings. The plan of what I mentioned “the heritage operation and management “in my thesis is to focus on the heritages whether they are in the form of cluster or single-one to point out the management scheme of making the heritages alive or being re-used; and this aim is to enlarge the narrow one point view to an opener eye of view. We can manifest the latent characters and functions of the heritage through the “operation and management” plan, so as to enable the heritage preservation become a long and everlasting sound strategies.
In the fact, the concepts of preservation and “operation and management” can exist at the same time and complement each other. The key point that the latent characters of heritage can not be shown at this stage dues to the incongruous relation between the two aspects. Among the well-developed countries, such as Greek, Italy, British, and America, they have independent responsible department in both public part and private part under the circumstances of the Law’s protection to do all the practices and surveillance, as their ways of the operation and management put on their heritages and historic areas, which may reduce the financial burden and efforts of the government, also can actively make it a whole one nationally to do the preservation work and operation and management plans simultaneously.
Three subjects were to be analyzed in my thesis, and they were the public department organization of British─The English Heritage, the private organization of British─The National Trust, and the private organization of America─American National Trust. This real experience were used to analyze the operation agents and strategies on heritage operation and management , and by this way , we review the status quo of Tainan city’s public heritage, trying to discuss the future potentials and directions. We hope that the policies of Tainan city can combine the cultural tourism, heritage sightseeing guidance, and social education, etc. This can be a practical way in every aspect, and the concepts of heritage operation and management can be a turning point that help the heritage to be developed in the long run.
