醫事人力的規劃問題為衛生署九十一年度的研究重點之一，中醫師人力規劃需要中醫師生產力之訊息，因此本研究之目的在描述西元2002年台灣中醫師生產力及其影響因素之情況，並建立台灣中醫師生產力之預估模式。由台灣地區執業中醫師抽樣500人進行問卷調查，問卷包括基本資料、執業情況、中醫師投入時間、輔助人員人力、資本投入、一週看診人次，由此初級資料建構中醫師生產力函數，以了解和中醫師生產力相關之因素；並以健保局公佈資料計算全民健保後中醫師生產力之成長率。
以下為重要研究結果：
1. 在中醫師的勞動投入方面，與1992年相比較，中醫師每週在診療場所的時間減少10小時，但實際診療病人的時間增加了3小時，其他診療相關時間增加了2小時。
2. 在中醫的門診人次方面，與1992年相比較，受訪中醫師的門診人次增加30％。
3. 在中醫院所的規模方面，與1992年的規模相比較，2002年中醫院所的規模約為十年前的兩倍。
4. 在中醫師的輔助人員勞動投入方面，與1992年的研究結果比較，護理技術人員及其他人員增加，但調劑人員減少。總計一位中醫師約配合3位輔助人員，為1992年的2倍。
5. 中醫師目前的生產力與期望值相差不到5％，且估計每月淨收入達21萬元，目前執業的中醫師暫時感受不到人力過多的競爭壓力。
有關中醫師人力供給面，其結果顯示中醫師生產力與其年齡、中醫師人力投入、資本投入、院所規模、保險病人比率、護理、調劑及其他所有輔助人員之診療時數與每坪房價有達顯著相關。中醫師生產力與年齡及每坪房價成負相關，而與其他因素則成正相關。

The issue about the planning of Chinese medicine physicians (CMPs) manpower is one of emphasis points for Department of Health. For manpower planning, there is a need to know the production of CMPs. The objectives of the current study are to describe the status of the production of CMPs in 2002 and to investigate its determinants. One random sample of 500 CMPs was selected for survey. The questionnaire consisted of information such as sociodemographic factors, practice characteristics, CMPs hour input, other medical staff hour input, capital input, and one-week outpatient visits.
The study findings indicate that the total CMP hour input is 10 hours less compared to that in 1992. But the CMP time for seeing outpatients and other clinical-related time have increased by 3 and 2 hours, respectively. Compared to that in 1992, the number of outpatient visits increases by 30%. The scale of manpower for Chinese medicine organization and other medical staff time input double. The difference between expected and actual earnings is less than 5% and the actual earning is about NT210,000.
For the determinants of CMPs’ production, our study results indicated that the significant factors are CMPs’ age, CMPs hour input, scale of manpower for Chinese medicine organization, ratio of insured patient, the land price of 6 feet square for clinic location, and hour input for nurse, pharmacists, and other personnel. CMPs’ age and the land price of 6 feet square for clinic location were inversely related to CMPs’ production while scale of manpower for Chinese medicine organization, ratio of insured patient, and all input variables were positively related to CMPs’ production.
