臺灣博碩士論文加值系統

我國於民國80年起推動教育改革，在高等教育方面實施兩大革新措施：一為廣設大學，一為多元入學（牟宗燦，2003）。民國80年，根據教育部統計台灣地區獨立院校數為29 家，大學校數為21家；至93年底，大學校院總數已達145所，其中以私立院校家數成長較公立更形快速。我國當前教育環境：就供給面而言，不僅大學數目大量闊充，大學校院新生錄取人數及錄取率快速攀升；就需求面而言，國內人口出生率逐年下降，產生供過於求的問題。

對內，台灣地區大學校院數目急速成長；對外，面對外國學校來台設立分校之壓力，市場日益競爭，若未來開放承認大陸學歷，一些經營績效不彰的私立大學恐因招收學生不足而退出市場（陳維昭，2000）。因此本研究目的為觀察台灣地區近年來私立綜合大學產業長期之生產力變動，並進一步探討其生產力是否提升？生產力變動之來源為何﹖

目前國內外教育產業探討生產力變動的文獻均不多，本研究跟過去文獻不同之處在於使用品質Malmquist生產力指數，將投入與產出品質一併考量；並算出跨期品質變動指數。得到結果如下：

未考量品質下，八年來私立綜合大學產業中60℅以上學校效率皆呈現成長，八年來私立綜合大學產業辦學效率表現平均為進步。

考量品質下，得到結果與未考量品質下是一致的；即在固定規模報酬（CRS）假設下不論納入品質與否，八年總生產力指數平均呈現衰退，主因皆為技術的衰退，效率平均呈現成長。然考量品質下，產業歷年總生產力與效率進步之家數皆明顯增加，平均總生產力指數值雖仍呈衰退，然其值介於0.960~0.979，明顯較未考量品質時之0.956大；因此，生產力成長中品質之改變是不容忽視的。　　

　 品質方面，八年來，台灣地區私立綜合大學產業中平均有67℅的學校品質呈現進步。本研究所採用之投入品質為專任教師中具博士學位比例，由樣本資料分析觀察到其表現為逐年遞增；而每位專任教師之學術研究計畫件數反映之研究產出品質為逐年進步，師生比反映之教學產出品質為逐年退步。顯示近年來台灣地區私立綜合大學之研究品質表現相當不錯，得以使總生產力（較未考量品質）提昇。
