臺灣博碩士論文加值系統

綜觀電子化會議系統之演進，早期有電腦螢幕廣播會議系統（硬體架構方式）、電子白板會議系統（遠距教學系統）至當前具有文件管理功能之電子化會議系統或免費版電子化會議系統，分析其推行不易之因素有硬體設備效能不足、有限之網路頻寬、政府機關之財政負擔及免費版系統之有限功能等等。鑑此，本研究提出以Flash技術開發之網路視訊會議系統(Big Blue Button)應用內建Red5, Tomcat, Nginx, SwfTools, FreeSwitch, OpenOffice…等開放式元件，機關內部資訊人員可依單位需求而客製化其會議系統，並安裝在自由軟體ubuntu作業系統上，運用自由軟體以降低政府機關資訊業務預算經費支出。本研究以臺中市議會議員手持行動裝置審議臺中市總預算案會議為例，進行測試，實驗結果：預期使用者可在低頻寬環境下使用行動裝置參加會議，提高遠端參與會議機動性、會議資料便於攜帶性及管理，可大量減少會議用紙，會議用紙量由100%驟降為9%，實施電子化會議比率由0%提升至43%，達行政院函頒「電子公文節能減紙續階方案」15%比率之目標，未來可推廣至民意機關及其他政府機關使用。

An overview of the evolution of electronic meeting systems showed that the early computer screen broadcast conference system (hardware-based approach), the electronic whiteboard conference system (distance learning system), and to the current electronic conference system with document management functions or the free version electronic conference system. Its implementation is not easy with factors stemming from insufficient hardware performance, limited network bandwidth, financial burden on governmental entities, and limited functionalities of free versions. This research presents the Internet video conference system (Big Blue Button) under Flash development technique with built-in open components, such as, Red5, Tomcat, Nginx, SwfTools, FreeSwitch, and OpenOffice. Computer personnels can customize the sytem based on requirements and can install on the free software ubuntu operating system. The use of which reduces government budget expenses for information services. This study is conducted for mobile devices of Taichung City Council members in the total Taichung City budget for conferencing. Experimental results showed users are able to use mobile devices to attend meetings in low-bandwidth environments, improved flexibility for remote participation in meetings and enhanced portability of conference information and management. Results also showed reduce paper consumption with a significant decrease from 100% to 9%. The implementation of electronic meeting have been increased from 0% to 43% which is significantly above the targetted 15% ratio by the Executive Yuan "continued program for electronic official document for saving energy and paper reduction". This research maybe expanded to public organization and other government agencies.
