摘要
台灣地狹人稠，汽車因機動性佳，已成了不可或缺的代步工具，因此在數量不斷成長之下，充斥於大街小巷，因車流量大，稍有不慎極易發生輕微追、擦撞事故。根據警政署統計資料，九十五年A3事故發生件數為十六萬三千九百九十八件，佔總件數百分之五十、八三，如此龐大數目的輕微事故，民眾一旦發生事故，報案後，警察單位均須立刻到場處理，因發生件數太多，員警常為趕赴現場處理而疲於奔命，已漸無法負荷此類事故的處理工作，並已影響到警察的重要工作。而在有限的警力下，常無法儘速到場，造成現場交通阻塞，民眾怨聲不斷，如不思變革，恐已無法回應社會期待。
因此現階段治標面，除應加強宣導民眾遇輕微事故，應知如何正確的處理方式及警察單位針對道路交通安全處罰條例第六十二條第二項加強執法之外，治本面應是加速推動汽車保險制度改革，參酌先進國家保險制度之長處，融合本國國情，將保險納入共同維護交通安全之一環，使保險制度具有吸引（風險轉嫁、無肇事減費）及約束（肇事加成）之槓桿功能，此類事故的處理自然能水到渠成，如此當可有效減少警察工作之負荷，使警察單位能專注於事故之預防及重要事故的調查處理等工作，是本研究之目的 。
本研究期望藉由國內、外相關文獻的探討與比較，了解美.日.德.中國大陸等國實施汽車保險制度及輕微事故處理概況和差異，及汽車保險運用於交通管理之有關研究，同時以問卷調查方法了解產險業者與被保險人對輕微事故處理的認知差異，藉由交叉比對分析問題之根源，再針對上述缺失及需求，分階段構建國道輕微事故快速處理機制。最後提出改善與建議。

Abstract

Cars have become the essential transportation nowadays and the quantity of it has continuously grown up. As Taiwan is a small territory with high population, the car accidents are easily occurred. According to National Police Administration statistics, the A3 accidents of 163998 got 50.83% of the total traffic accidents in 2006. Such small accidents have too many to handle faultlessly. The police have spent much time on it as people get used to call police when there is an accident happened even it is a small case. Thus, they are gradually overloaded with the trifling accidents and fail to run on their major errand. Moreover, owing to the insufficient police manpower, the policeman cannot arrive at the accident scene immediately that causes traffic jam and unceasing complaint.

To mitigate the disturbing situation temporarily, the authorities should propagate people the way to manage the trifling accident by their own and how the police enforce the Article 62 of Section 2 thoroughly. However, to be effectively, it would better to speed up the revolution of car insurance system as it could secure the better traffic conditions. The authorities could consult with advanced countries about their car insurance system and apply their advantage to ours with the consideration of traffic environment and status. Then the transference of risks and the reduction of insurance expense for non-accident records make the insurance system be provided with the function of balance, such as attractions and restrictions. This would efficiently share the policeman’s loading. They can focus on the work of accident prevention and the vital accident investigation, etc. This is the main purpose of this research.

This research probes the car insurance practice of America, Japan, Germany, and Mainland China and also the profile and diversities of the investigation of trifling car accidents. It also analyses the relevance of insurance and traffic management. It surveys the difference of knowing of the investigation of trifling car accidents between the insurer and the insured. It’s done by means of cross comparisons to analyze the root of problems. Then, step by step, it constructs the function of rapid investigation of trifling car accidents for the shortcomings and needs described above. At last, it provides the refinement and suggestion
