2009年6月25日「海峽兩岸共同打擊犯罪及司法互助協議」生效後，兩岸警察共同打擊跨境電信詐騙犯罪雖已獲致具體成效，惟臺灣電信詐騙集團隨著世界邁向通訊科技化、網路普及化及全球化的過程，不斷汲取最新技術翻新進化，詐騙地點不再局限於受害目標當地，而是全面拓展至世界各國。
本研究即在分析與探討兩岸警察共同打擊跨境詐騙犯罪現況，瞭解影響兩岸共同打擊跨境詐騙犯罪成效因素，據以研議治理兩岸跨境犯罪策略及兩岸警察共同打擊跨境詐騙犯罪合作的方向，提供相關部門實務運作之參考。
本研究認為兩岸跨境犯罪型態，兩岸偵查犯罪制度及兩岸警察互信等因素，影響兩岸警察共同打擊跨境詐騙犯罪政策制定。因此，本研究以兩岸警察共同打擊跨境詐騙犯罪的影響因素、政策、合作機制及成效與展望等四個面向，編制深度訪談問卷，透過質化訪談曾實際參與兩岸共同打擊跨境詐騙犯罪之兩岸警察人員共計5人，藉以深度瞭解兩岸共同打擊詐騙犯罪之現況作法，並驗證本研究之假設。
但自2016年5月後因政治環境影響下，兩岸共同合作打擊電信詐欺犯罪合作模式開始產生變化，陸方不再遵循以往在第三地查獲電信詐騙嫌犯後「各自遣返己方人民」之共識，導致臺嫌於第三地因案遭遣送大陸受審案件頻傳，促使部分電信詐欺騙機房逐步轉移至歐洲等民主法治化國家，以尋求人權保障。此再再顯示兩岸共同打擊犯罪合作模式面臨新嚴峻局勢。
透過上述實證研究，本研究根據等觀點提出「互相瞭解兩岸警察合作共同打擊電信詐騙犯罪程序」、「兩岸警察共同打擊犯罪合作互信有待提昇」、「兩岸警察共同打擊犯罪合作機制仍有提升改善空間」等三項結論。
最後，依據結論，提出擴大警務交流及大陸人民重視之「贓款反還」、「輕判」等建議，盼以有效提升兩岸警察共同打擊跨境電信詐騙犯罪之成效。

On June 25, 2009, following the entry into force of the "Taiwan Strait Crime Crime and Judicial Mutual Assistance and Mutual Assistance Agreement", cross-Strait police jointly cracked down on cross-border telecommunications fraud. This study is to analyze and discuss the cross-border police jointly combat the crime of cross-border fraud to understand the impact of cross-strait cooperation in combating cross-border fraud crime factors, according to the study of cross-strait cross-border criminal strategy and cross-Strait police jointly combat cross-border fraud criminal cooperation Direction, provide relevant departments of the practical operation of the reference.
This study argues that the cross-strait cross-border cross-border crime patterns, cross-strait criminal investigation system and cross-strait police mutual trust and other factors affect the cross-Strait police to jointly crack down on cross-boundary fraud crime policy formulation. Therefore, based on the four aspects of influencing factors, policies, cooperation mechanisms and achievements and prospects of the cross-Strait police to jointly crack down on cross-border fraud crimes, this study prepared deep-level interview questionnaires and actually participated in cross-Strait crime against cross-border fraud through qualitative interview The total number of cross-Strait police officers is five, in order to gain a deeper understanding of the status quo of the cross-Strait crime against fraud and to verify the hypothesis of this study.
However, since May 2016, under the influence of the political environment, the cooperation model of cross-Strait cooperation in cracking down telecommunications fraud has begun to change. Rulon has no longer adhered to the consensus of "returning each of its own people to the people of the other side" since the seizure of suspected telecommunications frauds in the past. Led to Taiwan suspected of being the third case was sent to mainland China frequently interrogated cases, prompting some of the telecommunications fraud to deceive the engine room gradually moved to a democratic country under the rule of law in Europe in search of human rights guarantees. This again shows that the joint cross-Strait crackdown in criminal cooperation is facing a new and grave situation.
Through the above empirical studies, the present study proposes that "mutual understanding of cross-Strait police cooperation should crack down on the procedures of cracking down on telecommunications frauds", "the mutual assistance and mutual trust between the police on both sides of the Taiwan Strait should be improved." "There is still room for improvement and improvement in coping mechanisms between the two sides of the Taiwan Strait crime Three other conclusions.
Finally, based on the conclusion, we propose to expand police exchanges and the mainland people's attention on the "counter-repayment of stolen money" and "lenient sentence". We hope that this will effectively enhance the effectiveness of cross-Strait police jointly cracking down cross-border telecommunications fraud.
