近年來資訊系統對企業日益重要，但隨著環境的改變，致使企業原有的系統無法滿足使用者需求，必需要做適當的修改，以符合環境的需求或者企業為提昇其附加價值，以導入資訊系統的方式，增加企業競爭力。此時，不論是改良原有系統或提昇效能，內製或委外就成為一種不得不的二難選擇了。但如何選擇委外承包商，怎麼選、如何選，不同的委外類型，是否有其不同之準則、而其權重又為何？是本研究重點所在。因此本研究提出一個「結合 AHP 與可拓理論為基礎的決策制定模式」，並透過此模式產生適用於三大類資訊系統委外（軟體開發與維護、設施管理、整體規劃）選商時的評估準則與其權重的建議。同時，結合 AHP 與可拓理論為基礎的決策制定模式，可以讓評選的過程做到公正性，評選的結果也能夠符合確實的需求。而且，透過此模式的運作與執行，相信可以加速決策高層的決策過程，以減少時間成本。
經過本研究的發現，在不同委外類型各有不同的評估準則項目，分別為「軟體開發與維護」的有33 項，「設施管理」的有 26 項，「整體規劃」的有 36 項。另外，在評估準則的權重優先順序亦有不同，分別為「軟體開發與維護」前五名依序為提供7*24小時服務、廠商服務與支援、產品的可靠度、系統整合能力、工作績效指標達成率；「設施管理」前五名依序為廠商服務與支援、提供7*24小時服務、工作績效指標達成率、系統整合能力、專案人員的專業條件；「整體規劃」前五名依序為廠商服務與支援、提供7*24小時服務、專案管理能力、是否有測試與確保品質的程序、教育訓練的內容及完整性。最後，應用本研究的「結合AHP 與可拓理論為基礎的決策制定模式」可產生「軟體開發與維護」、「整體規劃」的最佳承包商為E廠商；而「設施管理」的最佳承包商為A廠商。由此可見AHP與可拓理論之結合應用模式，其可行性相當高。

The information system is increasingly important to enterprise recently, however, along with the change of the environment, the original system of the enterprise cannot satisfy with the user’s needs anymore. We have to do some modification to meet the environmental changing and improve the efficiency of enterprise’s value-added activities. With better implement of the information system will increase the enterprise competitiveness.
How to make the choice of in-house implement or outsourcing has became a dilemma decision. The criteria for selecting and weighting the outsourcing vendor are just my points on the research. On this research, I propose a decision making model basis on the integration of AHP and Extension Theory , and generate the evaluation and weighting criteria for outsourcing selection applied on three major types of information system outsourcing (software development and maintenance、facilities management、total solutions). It makes the evaluation index measurable and accelerates the decision process.
Through my research, we can find different evaluation criterion items in the different outsourcing type. There are 33 items for “software development and maintenance", 26 items for "facilities management" , and 36 items for "total solutions" .And the ranking of each types is very different on criterion items. The top 5 for " software development and maintenance" are vendor’s service and support ability、 7* 24 hours service、product reliability、system integration capability、 and performance evaluation index. For "facilities management", the top 5 are vendor’s service and support ability、 7* 24 hours service、performance evaluation index、system integration capability and the professional ability for project owner. The top 5 for "total solutions" are vendor’s service and support ability、 7* 24 hours service、project management capability、the procedure for testing and quality controlling and total training program.
To use the decision-making model of AHP and Extension Theory, we can generate the best contractor of "software development and maintenance” and “total solutions" is vendor E. The best contractor of "facilities management" is vendor A. We can say the application of AHP and Extension Theory is very feasible.
