近年來非營利組織與外部夥伴間的互動不但日趨頻繁，而且接受政府委託業務的情況也日益增加；外部夥伴日益依賴非營利組織專業機構的合作與資源，因而彼此的互賴程度漸增。本文從非營利組織的立場，探討外部夥伴與其之「資源依賴」與「交易成本」情形，並分析非營利組織「資源依賴」與「交易成本」對其外部夥伴關係之影響。期望本研究能提出相關建言供非營利組織與其外部夥伴參考，並發展政府、非營利組織與其外部夥伴之良性互動關係，使彼此能互相支援、功能互補。
本研究係著重於橫斷面的觀察，考慮研究情境和主題，採用質性的個案研究方法。透過多重來源以蒐集資料，並對個案組織與其不同外部夥伴之資源依賴程度與交易成本，以及資源依賴與交易成本對其外部夥伴關係之影響進行深入的質性描述與分析。
研究發現，在資源依賴方面，交通部對個案組織資源呈現單向依賴情況，個案組織對經濟部資源則呈現單向依賴情形，個案組織與國內車輛業者呈現雙向互賴的情況，深入探討個案組織對於以上三類不同外部夥伴之資源依賴型態發現，驅使對方提供資源之能力與提供之資源多寡是導致資源依賴型態不同之重要因素。
在交易成本方面，經濟部對於個案組織雙方之間產生低度交易成本，與交通部間產生高度交易成本，與車輛業者方面則產生中度之交易成本。深入探討個案組織對於以上三類不同外部夥伴之交易成本型態發現，爭議事項處理是導致交易成本型態不同之重要因素。
在非營利組織不同資源依賴與交易成本型態，其夥伴關係確實有所不同。在交通部方面，個案組織與交通部之夥伴關係逐步惡化與淡化，屬於衝突淡化型之夥伴關係。在經濟部方面，雙方之夥伴關係持續加強合作，屬於緊密依附型之夥伴關係。在車輛業者方面，個案組織與車輛業者間則屬於爭議互賴型之夥伴關係。

Recently the interactions between Non-profit organizations （NPOs）and their external partners have become more frequent and the authorization of administration affairs from government has also been increased. The dependence of the external partners on the resources and services of NPOs has increased and therefore their mutual dependence has also increased. This research studies the resource dependence and transaction cost of NPO with authorization of administration affairs from government and the impact on its external partnership. It is expected that this research can provide suggestions to NPOs and their external partners and develop the good interactive relationship among the government, NPOs and their partners.
This research uses qualitative case study method. By gathering qualitative information through many sources, this research provides detailed qualitative description and analysis of the resource dependence and transaction cost of NPO and the impact on its external partnership.
On resource dependence, this research shows MOTC depends unilaterally on the case NPO, case NPO depends unilaterally on MOEA and case NPO and the auto industries show mutual dependence. Further analysis shows the ability to make counterpart to provide its resource and the quantity of resource provided to NPO are the key factors which cause different types of resource dependence.
On transaction cost, this research shows low cost between case NPO and MOEA, medium cost with auto industries and high cost with MOTC. Further analysis shows controversy is the key factor which causes different types of transaction cost.
This research also shows different types of resource dependence and transaction cost cause different external partnership. The partnership between case NPO and MOTC deteriorates and is classified as conflict and weakened type. The partnership between case NPO and MOEA strenthens and is classified as close and adhesive type. The partnership between case NPO and auto industries maintains cautiously and is classified as controversial and mutual dependent type.
