由於醫療技術的進步，使醫療保健服務的需求增加，為了提供病人滿意的服務，護理人力資源的管理成為一個關鍵因素。本研究提出了一個護理人員排班系統，此系統不僅可以節省人力資源，且還考量到護理人員各自的需求，使護理人員能得到適當的休息，為病人提供高品質的醫療服務。
傳統上，護理人員排班是必須了解其醫院護理安排的相關規定和相關政策。要有一個公平的班表，需要考慮到以前的參考資料，護理人員的特殊要求，和其他因素等，這始終是一個複雜和費時的週期性工作。人工排班會盡一切努力滿足護理人員的要求，完成班表，但有些護理人員會認為其月班表的排班主觀多於客觀，導致對班表的不滿。
本研究的目的是建構自動護理人員排班系統，其針對北部某教學醫院的急診部做探討，藉由跟急診部的排班人員訪談，來了解其規定，再將之區分成硬性限制和軟性限制。本研究所提出的排班，其硬性限制都必須達到，軟性限制未必都滿足，但會盡量達到公平性。因排出的月班表對於實際面、人情的考量等無法深入探討，使班表結果有些許不人性，因此本系統加入了人工調整的部分，和提供自動檢查的功能，看是否在班表當中有不符合硬性限制的部分，以利於護理長的後續作業。在排班所花費的時間方面，一張班表如果用人工排班，就需花上五天到一星期左右，但本研究的結果所花費的時間僅需三十秒到一分鐘。

Due to the rapid progress in medical technology and the increasing of requirement on medical service, the management of nurse resource becomes a critical factor For providing satisfactory service to patients. In the paper, we present a nurse scheduling system which not only well organizes the nurse resources but also balances nurses’ requirement so that nurses can get proper rest to provide high quality medical service to patients. The purpose of the paper is to implement an automatic nurse scheduling system, which focuses on the emergence department (ED) of a hospital. By interviewing the nurse who is responsible For the nursing scheduling, we identified the rules and related factor related to nursing scheduling, and then established the “soft” and “hard” constraints For the scheduling system. The goal of the generated schedule is to meet every hard constraints and as many soft constraints as possible. Comparing with the traditional manual scheduling system, which takes almost a week to complete the shift table, our nurse scheduling system was demonstrated to complete the work in less than one minute.
