This thesis describes the design and implementation of a graphic editor and a graphic based Chinese document editor which are intended to solve the problem of document editing for both texts and graphics. This system provides high flexibility and user's interactibility. Users can be realized by the multi-window facility to see the page layout, the contents of document, menus and many useful feedbacks. As so, users can accomplish their document preparation with easy. This system includes a machine dependent kernel, called Simple Graphic Package (SGP). All other parts of the system were written in the insturctions of SGP. So that the potability is assured. In the part of Chinese document editor, to eliminate the basic difference between English and Chinese the system developed a Chinese CRT controller and charactor generator. When packing documents, this system uses a symbolic language, called graphiclized language to solve the problem of describing the page layout which is very difficuty described in normal languadge, Further more we can use this approach to pack more generalized objects, such like photogrphs, voices, etc.
