本研究旨在探討室內裝修工程糾紛之鑑定作業流程，為了達成本研究目的，採用文獻回顧法、個案研究法、案例分析法，探索糾紛類型與工程鑑定類型，對工程鑑定作業流程，是否確有其因果關係。因鑑定結果關乎人之權益至鉅，且「鑑定」涉及諸多專業與非專業之領域，如何讓鑑定制度、鑑定規則與調解等，融入整體鑑定作業流程之設計，能讓鑑定專家以較為客觀、公平、公正之立場，充分發揮其專業知能。
本研究以蒐集建築師與室內裝修公會，在鑑定制度與鑑定規則有無網路公告之狀況，另藉由法務部法學資料庫中蒐錄民事訴訟，已經由鑑定程序之法院判例，作為資料樣本，並予以分類及歸納與統計，經綜上以研擬彙整成重要發現，最後提出問題與改進之建議，以減少在室內裝修工程糾紛之鑑定，因未制定具體鑑定作業流程所造成鑑定行為上之偏差。
本研究主要結論如下：
一、 室內裝修工程糾紛類型與工程鑑定類型，對室內裝修工程鑑定作業流程確實有其因果關係。
二、 裝修工程之鑑定作業流程，應建立鑑定手冊，納入調解功能與強化教育訓練，建立鑑定單位(2人以上)複審、相對人異議時須提出鑑定解釋、建置鑑定報告上網公告供民眾參閱與考評等制度，以消弭因未制定具體鑑定作業流程所造成鑑定上之質疑。
三、 運用可行之教育訓練對策，對鑑定人員進行考核與回訓等機制，以提升專業知能，並提升整體工程鑑定品質。
最後依據研究發現提出相關建議，提供產、官、學界等相關團體，作為鑑定作業品質未來精進之參考，為本研究之最終目標。

Abstract
This research attempts to explore the appraisal operating procedures for disputes arising from interior decoration projects and thus adopts the literature review, case study and case analysis methods to identify the cause-and-effect relationships between the types of disputes and of appraisal cases and the appraisal operating procedures. The outcome matters much to the interest and right of the related party concerned and such appraisal involves the professional and non-professional domains, so it is crucial to include the appraisal system, appraisal criteria and mediation in designing the overall appraisal operating procedures to enable the professional appraiser (appraisal expert) to perform the professional competence amply by taking the impersonal, fair and just stance.
First, this research collected the samples consisting of the public internet notices of appraisal system and appraisal criteria made by the architects and interior designers associations and the decrees of court filed in appraisal procedures of civil litigation compiled by the judiciary database of Judicial Yuan. Second, they were categorized for conclusion and statistic procedures. Third, this research summarized the vital findings on the basis of the foregoing. Last, this research proposed the questions and suggestions for improvement to eliminate the biased appraisal behaviors in appraisals for disputes arising from interior decoration due to lack of the concrete appraisal operating procedures.
The main conclusions are the followings:
1. There indeed have the cause-and-effect relationships between the types of disputes and of appraisal cases and appraisal operating procedures;
2. The suggestion is the must to edit the appraisal manual of appraisal operating procedures for interior decoration projects that eliminates the appraisal doubts due to lack of the concrete appraisal procedures. In this appraisal operating procedures, they should be included mediation mechanism, education training, review by the appraisal authority (not less than 2 persons), the necessity to submit the appraisal explanation in the event of the counterpart’s dissent, the public access to the notices of the appraisal reports and the ratings system.; and
3. The strategy is to promote the overall project appraisal quality by advancing professional competency of appraisers via assessment and retraining mechanisms.
The ultimate objective of this research is that the relevant suggestions to the groups concerned including industry, government, faculty, justice and associations as the references to the advanced appraisal quality in the future in terms of the research findings.
