In the recent years, our nations'' industrial development has been suffered from the following negative factors: by lack of infrastructure supply in water and electric power, the rising of wages, the growing competition from developing countries and our enterprises moving overseas. For resolving these difficulties, government, industry, academy and R & D sectors should combine together to endeavor high-technology industry and promote the unification of technology and industry. Obviously, the most effective way of promoting industrial upgrading and regional development is to establish various types of Science-Technology Parks. The establishment of parks primarily is creating a good growth environment for business, providing flawless facilities and abundant resources to attract high-technology and innovation firms, jointly using these infrastructure, positively endeavoring R & D activities and the production of high added-value products. However, the decision circumstances to build science-technology parks are more and more complexity. It''s required to evaluate and establish it in proper sequences step by step with a set of objective and resonable decision making mode of evaluation at the planning and evaluation stage. Under the prerequisite of considering all the six levels of human resourccs, support service facilities, land affording, park''s infrastructure environment, living desirability and industrial relationship, this research has endeavored to establish a set of fuzzy multiple criteria decision making in which the rating weighting, fuzzy number and linguistic variable are used to derive the fuzzy weighting of every criteria and fuzzy performance value of every alternative under various criteria. Finally, we take Chung-Shan Institute of Science and Technology (CSIST ) as example, using fuzzy synthetic decision method to serve as basis for ranking the alternative in order to determine the suitable tyes of parks development. This research proceeds to the simulative operation of the evaluation mode and gains important factors in developing various types of parks. We can use criteria obtained in former steps and take one place as example using fuzzy synthetic decision proceed to empirical research finding proper style of parks in developing parks. Clearly, the evaluation model which built in this research could help decision maker undergo decision making under complexity and uncertain environment.
