　　美國川普(Donald Trump)總統在2017年12月18日提出的《國家安全戰略報告》中，正式使用了「印度太平洋」（Indo－Pacific）一詞，顯示「印太戰略」將成為川普政府亞洲政策的主軸，其中亦提到我國已被納入美國此區域戰略的一部分，但印太戰略的內容仍屬模糊，故需分析印太戰略之內涵，進一步理出我國在印太戰略中的角色為何，挑戰又為何。在我國方面，面對當前亞太區域快速變化的時局，現行的新南向政策正是重要的因應之道，其內涵為何，是否能切合時勢須深入分析。而新南向政策及印太戰略有哪些重疊一致的目標，及哪些發展的優勢與挑戰亦須探討。再者，新南向政策主張之「以人為本」的夥伴關係是否較「利則合，無利則分」的商業合作關係更為可貴，是否有其優勢與價值，為本研究之重點。
　　本文採文獻分析法，以地緣戰略作為研究途徑，從政治、經濟與軍事等三個面向對美國的印太戰略與我國的新南向政策進行分析，研究發現與建議有以下三點：一、新南向政策若能順利推行，是有助於印太戰略且有其發展優勢的；二、新南向政策中以人為本的主張需長時間深耕，為我國未來國家發展的突破口；三，新南向政策仍有許多挑戰需克服，應謹慎因應國際局勢，以我國自身發展為優先考量。

　　America president Donald Trump officially used the regional concept of “Indo-Pacific” in the 2017 National Security Strategy Report on December 18, 2017. Showing “Indo-Pacific Strategy” will be the main axis of Trump’s Asian policy, mentioned that Taiwan has become part of the discussion of the new strategic structure of the United States. However, the content of the Indo-Pacific Strategy is still vague. Therefore, it is necessary to analyze the connotation of the Indo- Pacific Strategy and further understand the role and challenges of Taiwan in it. In Taiwan, to face the current rapid changes in the Indo-Pacific region, the current New Southbound Policy is an important response. What is the connotation of it, and whether it can be adapted to the situation, what are the overlapping goals of the New Southbound Policy and the Indo-Pacific strategy, what are the development advantages and challenges also need to be explored. Furthermore, whether the “People-Oriented” partnership advocated by the New Southbound Policy is more valuable than the “Good Fortune, No Profit”, and whether it has more advantages and value, is the focus of this study.
　　This paper adopts literature analysis method and uses geostrategy as a research approach, through political, economic and military aspects of the Indo-Pacific Strategy against the United States and Taiwan’s New Southbound Policy, research findings and recommendations have the following three points: 1. If the New Southbound Policy can be implemented smoothly, it will help the Indo-Pacific Strategy and have its development advantages; 2. The people-oriented proposition in the New Southbound Policy needs to be deeply cultivated for a long time, which is a breakthrough for Taiwan’s future national development. 3. There are still many challenges to overcome in the New Southbound Policy. We should be cautious in responding to the international situation and taking our own national development as a priority.
