臺灣博碩士論文加值系統

貨櫃碼頭是高風險作業環境，貨櫃碼頭經營者一直以來致力於工作場所的安全，但並沒有完全成功消除人員因不安全行為所造成的事故。根據多數學者探討安全議題上，均指出安全文化與工安意外事故損失有密切關係，所以良好的安全管理制度和安全文化建立，可減少工安意外和降低傷害率及隱藏性的開銷，提升安全績效。本論文係以高雄港碼頭營運業為研究對象，期望經由個案研究方式，瞭解組織安全文化對建置職業安全衛生管理系統個案單位之影響。透過文獻探討、問卷預針對個案單位實施問卷調查。以AHP方法分析個案單位安全文化各關鍵因素之間的相對重要程度。
研究結果發現五大構面中影響職業安全衛生管理績效關鍵因素之整體層級架構權重排序之前七項依序為風險管控、安全參與、安全環境、高階承諾、安全行為、持續改善及管理系統，佔了整體權重46.8%，此研究結果可提供碼頭營運業及其他相關業者參考，以利於管理者在推動職業安全衛生管理績效時，作為強化或改善管理的方針，以降低災害可能造成的損失及傷亡。

Container terminal is a high risk operation environment, the container terminal operators have been working in the workplace safety, but did not complete successfully eliminate accidents caused by unsafe behavior personnel. According to most scholars discuss security issues, pointed out the safety culture and safety accident loss is closely related to, so to establish a good system of safety management and safety culture, reduce work safety accidents and reduce the damage rate and the hidden costs, improve safety performance. The Kaohsiung port operations as the object of study, expect through case study, understand the effect of organizational safety culture on the establishment of occupation safety and health management system case unit. Through literature review, questionnaire pre for case unit conducted a questionnaire survey. The AHP method is used to understand the case organization safety culture of the key factors of the relative importance.
Results found five big construction surface effect before the occupation safety and health tube key factors of the performance management of the overall hierarchical structure weight sorting seven sequentially for risk management and control, participate in safety, environmental safety, high order commitment, safety behavior, continuous improvement and management system, has the overall weight of 46.8% accounted for, the study results can be provide terminal operations and other related industry reference, and for managers in promoting occupational safety and health management performance, as improve or strengthen the management policy, in order to reduce disasters may result in damage and casualties.
