In Japan, the government has been aware that there is a great need to set up a supportive system to cope with the old aged society due to the rapid aging of population. The elder's health insurance and well-beings were individually regulated in the social insurance system. However, it's very urgent to reorganize the original care facilities and establish a more practical care system, “Care Insurance Act”, to meet the actual need. In the end of 1997, the “Care Insurance Act” was officially adopted and was put into practice on April 1, 2000. Japan is the pioneer among the Asian countries. This thesis mainly recommends “Care Insurance Act” in Japan --- the process of establishment, outline of the contents, and the interrelated issues of care insurance and etc. Hopefully our government will use the merits and defects of Japanese experience for reference and get prepared to meet the tremendous need in the very near future.
