策略規劃已成為近年各國政府行政改革的重要軸心，其主要應用於公部門組織規劃模式，儘管國內有關策略規劃與管理在公部門應用之論述日益增多，但多為理論模型或過程規範之引用介紹，真正對於策略規劃於我國公共部門執行運用成效之評估研究卻相當缺乏。
本研究主要引用系統化之策略規劃直接評估途徑，評估我國具策略規劃精神內涵的「中程施政計畫」之執行，並以富有執行經驗的五個行政院直屬部會（內政部、交通部、教育部、經濟部、研考會）為對象，評估中程施政計畫制度對公部門組織規劃管理可能影響。透過針對五大部會全體中高階行政人員的問卷調查，本研究發現具策略規劃精神內涵之「中程施政計畫制度」對我國公部門施政規劃與管理，確實有正向積極之影響。另一方面，研究結果發現受訪者對於制度面的影響皆反映出肯定認同的感受，但在運作執行過程（實際）中，卻是面臨如下問題與阻礙：
◆ 中低階層意見難以受重視
◆ 相關專業教育訓練課程不夠
◆ 人力資源配置上不足
◆ 欠缺相關配套的法規
◆ 與民眾以及和立法院之互動性不高
◆ 難以設計出具體可量化的評估指標
迴歸分析中亦發現，中高階行政人員之『參與程度』以及領導者（部長）的支持態度會左右對中程施政計畫可能影響之認知，且呈現正向的影響。此外，受訪者不會因為所屬不同職等、職務，而影響其對中程施政計畫制度之觀感。

This research intended to provide a system analysis of strategic planning by assessing the outcomes of mild-term planning system utilized by the middle and top level organization members in fives ministry of the executive in R.O.C, including ministry of education , ministry of transportation and communications , ministry of interior , ministry of economic affairs , and research, development, and evaluation commission.
The first findings from this survey study are that mild-term planning system was generally perceived by the organization members to be very helpful to the Department. It is clear that the organization members believe strategic planning has had positive influences on the various dimension of the public organization. Survey results indicate that strategic planning is helpful to (1)developing the vision and goals of the Department(2)linking budgeting to the planning process(3)establishing organizational performance evaluation system. But it also meets some problems during the planning process, such as lacking of internal resources and without dealing with its stakeholder well. Secondly, the regression analysis finds that the participation of middle and top level organization members and the degree to which the leader was supported in the planning process were strongly positive related to the organization member’s perceptions toward the impact of strategic planning.
