Since the Standard Form Regulations of Condominium has been promulgated in June 1995, the property management industry has experienced prosperous growth in Taiwan. Its business scope includes public service, security guard, cleanliness maintenance, maintenance of mechanical equipment, living service and management of personal property. Based on providing services mainly with workforce, the property management industry is categorized as a labor-intensive industry. As the phenomenon of unemployment and labor shortage coexists in Taiwan society nowadays, the unemployment rate maintains high while the labor shortage becomes worse at the same time. After the change of social policies, it has a great influence on labor-intensive industries. This research focuses on the reason of labor shortage in order to develop countermeasures for Sincere group, the author’s company. This dissertation adopts semi-structured interview as a qualitative research method. Seven stakeholders were invited to one to one interview. Take Sincere group as an example of the property management industry within this case study, analyzing the causes of labor shortage can be an essential process of evolving strategies to ease labor shortage.
