臺灣博碩士論文加值系統

近年來，隨者大學校院的校數增加，使得每校平均可招收的學生數逐年下降，各私立大學校院面臨可能招收不足學生的壓力，這也連帶的對私立大學校院的主要收入來源；即學雜費收入，產生負面的影響。為了能使有限的收入發揮最大的作用，私立大學必須重視其經營績效。同時，越來越多的私立大學院校成立，亦使得私立大學校院必須重視其經營績效，以面對學校數增加而增加的競爭壓力。另一方面，公立大學於85會計年度實施校務基金制度，政府對公立大學不再全額補助其收入，公立大學必須負起籌措財源，自負盈虧的負擔。然而，公私立大學在面對經營環境改變的情形下，其經營績效和生產力表現如何？政府對於公私立大學的補助，是否考慮到公私立大學的經營績效呢？
為了解公私立大學的經營績效及生產力情況，本研究以台灣地區10所公立綜合大學及19所私立綜合大學為研究對象，利用資料包絡分析法以及Malmquist生產力變動指數，衡量公私立綜合大學87、88、89、90年度的技術效率、規模效率，以及87-88、88-89、89-90年度間，總要素生產力變動的情況。經由實證發現：（1）私立綜合大學的平均技術效率優於公立綜合大學。顯示在生產的過程之中，公立綜合大學相對於私立綜合大學，存有資源浪費的情形。私立大學在面對有限的收入來源，以及可能面對招生人數不足的壓力之下，和越來越多私立大學成立的競爭環境下，較公立大學更重視其經營績效。而公立大學的技術效率值逐漸上升，其原因可能與實施校務基金制度有關。（2）不論是就教育部評鑑，或一般民間大學評鑑的結果，皆與資料包絡分析法所評定出的結果不一致。顯示品質與效率並不必然是相同的，也就是說，品質好的學校未必在經營上具有效率。（3）教育部對於公私立綜合大學的補助，並沒有完全反映到公私立大學經營績效的表現。而公立綜合大學雖有更多來自於政府的補助收入，但是相較於私立大學而言，在生產過程之中，存在資源浪費的情形。（4）私立綜合大學較公立綜合大學有更高的生產力。同時，公私立綜合大學總要素生產力的改善，主要是導因於技術效率的改善所致。
