臺灣博碩士論文加值系統

近年來，資訊系統外包已成為一股新興的管理風潮，我國政府為提升組織績效亦師法企業界的作法，將公務部門中的非核心作業改以外包方式，交由專業廠商代為執行，期能降低成本與提升服務品質。本研究係以國家風景區管理處為研究對象，考量其業務特性、其組織之發展、績效、資訊業務委外等因素，運用多準則評估之層級分析程序法進行相關研究。其目的在於建立一個完善之資訊專案評選機制，期能使國家風景區管理處之資訊專案能獲得最佳的效能。
本研究發現策略、管理及績效三個準則群組對資訊業務委外專案評量佔較大之評量權重值，其中又以差異化、核心競爭力、市場行銷、服務品質及部門工作績效等相關評估準則佔較大之權重值，而較不重視成本面及技術面之評估準則。總之，本研究的成果可以做為政府機構資訊業務委外評估之參考。

In recent years, information system outsourcing has become a major trend in industry. So, The Taiwan Government Agency has also adopted the outsourcing strategy to reduce the cost and improvements of service quality. The purpose of this research is to propose an evaluation model of information systems outsourcing for government agencies. It aims to reduce the total cost of information systems, improve the performance and service quality of government agencies. To examine the proposed model, an empirical study of the Tri-mountain National Science Area Administration is conducted. We use the Analytical Hierarchy Process (AHP) to analyze data in the evaluation process. The characteristics of major transactions, organizational development, organizational performance and information system outsourcing are taken into considerations in the evaluation process. The result indicates that strategy, management and performance are ranked top three criteria among the evaluation criteria. Differentiation, core competence, marketing, service quality and performance are ranked the major sub-criteria for the evaluation of information system outsourcing. Cost and Techniques are less than the other factors mentioned above. This research is a starting point for future research in this regard.
