臺灣在設立保護區時很少有一個整體的規劃，通常是由專家學者提出某地
區應予以保護，便著手進行評量，進而設立保護區，因此常顯得雜亂無章
，沒有一個系統性架構。為此，本研究擬提出一個特殊地形景觀保護區系
統的架構。並以東部海岸風景特定區為範疇，試辦理地形景觀保護區系統
位址的選定及保育原則的研擬。本研究成果如下： 1、在設立一個自然保
護區系統時，這個系統應該代表這個地區的自然歧異度。 2、設立地形景
觀保護區系統的流程及架構，有平面與垂直兩個層級。平面層級包括全國
地形分區、研究區地形分區、地形景觀分類及選定保護區位址。垂直層級
為位址資料登錄、保育管理及監測。 3、研究區地形景觀可以分為：河流
景觀（七種）、海蝕景觀（九種）、海積景觀（三種）與其他作用（五種
）四大類。 4、本研究共選取十二處具有特殊地形景觀之保護區位址。
5、地形景觀保護區位址之登錄工作是以填寫登錄表為主。 6、本研究對
每一個特殊地形景觀保護區位址依照省級與地方級分級的結果，再參照現
有威脅，提出各保護區位址的保育原則與利用建議

When creat protected areas in Taiwan,there is a lack of system
planning . Scientist of related disciplines will be invited
to recommend areas to be protected , and then evaluated ,
implemented . The protected areas individual thus created
are unrelated . For these reasons , we have to protect ,
conserve , document and manage those special geomorphological
landsca- pes systematically . It could makes these
geomorphological landscapes in Taiwan away from the
destoryof unsuitable development and recreation , and then
uses these landscape rationally . This study is going to
suggest a framework for special geomorphological landscapes
protected area system . And put it into work in the East
Coast National Scenic Area .This study includes the selectes
sites of the special geomorphological landscapes , site
documentes and proposes conservation principles.
