由於非市場性的經濟活動受限於衡量上的問題,經常為總體經濟分析所忽略,但對其所耗損的要素資源以及
生產的成果卻不容我們輕忽小覷。於是,本文以Brock (1996)為基礎,納入非市場性經濟活動的考量,重新檢視未預料到的國際移轉支付,對於小型開放經濟體系的衝擊影響。本文主要的特色有二,其一係利用Becker (1965)所發展的家計生產函數描繪非市場性的經濟活動,並將其產出的成果稱為家庭財,藉以取代Brock (1996)一文中非貿易財的角色。其二,由於家庭財不具市場交易的特質,因此,本文之兩部門模型並非藉由既往文獻中之兩交易性財貨的相對價格來進行總體經濟調整,依然保有單部門的特色,但也有兩部門的資源移轉效果。
根據全文的分析,我們可以得到以下幾點結論:
1. 當市場財與家庭財為互補財,而消費前者所得到的邊際效用又至少大於消費後者時,國際移轉支付必造成勞動 豐富的支付國,資本累積、經常帳餘額耗損;相較於Brock (1996)一文,當貿易財較非貿易財資本密集時,移轉 支付接受國(勞動豐富國)之資本存量將會耗損,兩者結論恰恰相互呼應。是以,文獻上「移轉矛盾」的現象, 在本文中可以得到支持。
2. 由於國際資本市場係完全的特質,使得經濟體系並不反應暫時性國際移轉支付終止的衝擊,因此,給付國際移 轉支付的經濟體,其資本存量與經常帳餘額在支付終止時期,將不會回到原來的初始均衡位置。也就是說,暫 時性的衝擊,具有恆常性的磁滯效果。
3. 國際移轉支付的總體經濟調整,取決於實施移轉支付的持續時間。而其資本累積程度的大小與實施國際移轉支 付的持續時間長短成正比。
