臺灣博碩士論文加值系統

為免船舶進出各港口國於港口國監督（PSC）檢查時，發生不必要扣船（Detention）、滯航（Delay）耽誤船期，造成巨額損失，增加航運公司負擔，自應對「航行安全」之規範加以瞭解。而有關航行安全之檢查係依一九七四年海上人命安全國際公約（SOLAS 74）附件第V章「航行安全」規範之。

本研究係採綜合分析法，針對「航行安全」之規範加以瞭解，蒐集各區域性港口國監督諒解備忘錄年度報告，並將其檢查結果加以分析，發現有關航行安全缺點之發生原因，因而發現港口國監督檢查日趨嚴格、航行安全之缺點多居各區域缺點率之前五名、航行安全缺點數逐年上升，而航行安全之缺點項目，以海圖及航海出版物之發生居冠、航行設備次之，為改善上述缺點應熟悉國際公約之規定及港口國監督程序、利用船舶備件管理系統避免未即更換維護設備之備件、航運公司應與出版廠商簽約俟有新版海圖發行時逕行寄送，以減少缺點率及扣船發生之建議。

In order to prevent it happens the detention and delay to impede the sailing date, and causes the big losses, increase the expenses of the shipping companies when the vessels pass the inspection by Port State Control in the port state, the ships should understand the norms of the Safety of Navigation. The inspection of the Safety of Navigation is conducted based on the appendix V “Safety of Navigation” in International Convention for the Safety of Life at the Sea, 1974.
This research is using the synthetic analysis method, aims on the understanding of the norms of the Safety of Navigation, collect the annual reports of regional Memorandum of Understanding on Port State Control, and analyze the inspection results, discover the occurring reasons of the faults of the Safety of Navigation, and also find out the inspection of the Port State Control becoming strict, mostly the faults of the Safety of Navigation reached the top 5 of the regional fault rate, the numbers of the faults of the Safety of Navigation increased years by years. In the items of the faults of the Safety of Navigation, the nautical charts and nacutical publications stayed on the top, navigation equipments the second. This research proposes the suggestions as below: to be familiar with the regulations of international conventions and the procedures of Port State Control, using the vessel’s spare parts management system to prevent the replace the spare parts of maintenance equipment not no time, the shipping companies should sign the contract with the publishers to direct mail the new edition nautical chart immediately, and to reduce the happening of the fault rate and detention.
