　　本研究運用歷史制度論反應序列概念分析台灣國會選制變遷歷程，試圖回答為何台灣國會選制會產生改變，以及國會選制變遷過程呈現何種面貌？歷史制度論研究方法強調探討制度的歷史事件演進，強調歷史脈絡與時間序列分析，本研究利用歷史文獻分析與深度訪談方法重建1991-2004年國會選制變遷脈絡。
　　台灣國會選制變遷趨勢：第一，朝向縮小選區改變趨勢，形塑國會屬性是延續以國民黨與民進黨為優勢的政黨體系；第二，總額席次數歷經增加225席與減為113席，都確立固定總額席次數趨勢，導致國會總額席次數無法隨人口增加調整；第三，延續區域多於不分區席次數比例，顯然制度選擇過程中，重視立委的選區代表屬性更勝於不分區，形塑國會重視經營選區的立委代表；第四，渴望立委任期與總統任期一致，顯然縮短總統與立委選舉時程差距，可強化總統候選人(通常是政黨領導者)於競選中主導角色。
　　本文認為影響台灣國會選制變遷因素有三點：第一，憲政體制影響國會選制改變。憲政體制朝向強化國家元首權力。強化行政權的基礎上，弱化國會權力。因此，傾向選擇小選區以及將立委任期調整與總統一致，避免新舊民意之爭同時強化國會治理性角色。第二、複數選制運作針對不同行動者產生報酬遞減的結果。對舊制度造成損害，形成報酬遞減不斷侵蝕舊制度，以致於舊制度不斷面臨需要改變的挑戰。第三、機遇事件通過選制改變重要因素。縱使不好的制度也可能持續存在，直到無法預期的機遇事件改變既有權力結構，開啟制度變遷反應與逆反應互動過程，制度才有可能產生翻轉性的改變。
